dkrause on DSKHT7XVN1PROD with $$_JOB284<strong>2011</strong>, an official government statement declared that theHsiung Feng III will be outfitted on over a dozen navyvessels <strong>and</strong> patrol boats. 247 However, the accuracy of theHsiung Feng III was called in<strong>to</strong> question when, duringa June <strong>2011</strong> routine test, the missile failed <strong>to</strong> reach itstarget, <strong>report</strong>edly due <strong>to</strong> a computer glitch. 248• New missile boats: In April <strong>2011</strong>, President Ma inaugurateda fleet of ten missile boats equipped with stealthcapabilities <strong>and</strong> antiship cruise missiles. These boats,the Kuang Hua VI-class missile boat, joined a group often already in service in Taiwan’s northeastern navalbase in Suao <strong>and</strong> will be followed by another ten by theend of the year. The 171-<strong>to</strong>n Kuang Hua boats will replaceTaiwan’s aging 50-<strong>to</strong>n Seagull-class missile boats. 249• Naval stealth capabilities: In July <strong>2011</strong>, Taiwan’s Navyrevealed that it had developed a radar-absorbing stealthcoating that makes it significantly harder for radar <strong>to</strong>detect naval vessels coated with the substance. 250• F–CK–1 fighter upgrade: In an effort <strong>to</strong> improve its deterioratingair defense capabilities,* Taiwan has sought <strong>to</strong>upgrade its indigenously developed fighter aircraft, theF–CK–1A/B Indigenous Defense Fighters. In June <strong>2011</strong>,Taiwan’s Air Force <strong>to</strong>ok delivery of the first six upgradedfighters. Sixty-five more fighters, out of a <strong>to</strong>tal of125, are set <strong>to</strong> be upgraded by the end of 2012. The upgradesincluded enhanced radar, electronic warfare systems,<strong>and</strong> cockpit computers, as well as the ability <strong>to</strong>double the payload <strong>to</strong> four air-<strong>to</strong>-air missiles. 251• Missile tests: Taiwan also conducted two missile teststhis past year in an effort <strong>to</strong> demonstrate its defensivecapabilities, but during both tests a substantial portionof the missiles failed. In January <strong>2011</strong>, six of 19 surface<strong>to</strong>-air<strong>and</strong> air-<strong>to</strong>-air missiles failed <strong>to</strong> reach their targets,prompting President Ma <strong>to</strong> express public dissatisfactionwith the results. 252 In a March <strong>2011</strong> test, two out of foursurface-<strong>to</strong>-air missiles again missed their targets. Taiwan’sDefense Minister Kao Hua-chu stated that problemswith the tests could be due <strong>to</strong> both human <strong>and</strong> mechanicalerrors, <strong>and</strong> a Democratic Progressive Partyspokesman criticized the Ministry of Defense for notsolving the problem after the first unsuccessful test. 253Further progress in developing Taiwan’s indigenous defense capabilitiesmay be hampered by budgetary constraints.
