dkrause on DSKHT7XVN1PROD with $$_JOB374(4) UNITED STATES CAPITAL MARKETS.—The extent of accessto and use of United States capital markets by the People’sRepublic of China, including whether or not existing disclosure andtransparency rules are adequate to identify People’s Republic ofChina companies engaged in harmful activities.(5) REGIONAL ECONOMIC AND SECURITY IMPACTS.—Thetriangular economic and security relationship among the UnitedStates, Taipei and the People’s Republic of China (including themilitary modernization and force deployments of the People’s Republicof China aimed at Taipei), the national budget of the People’sRepublic of China, and the fiscal strength of the People’s Republicof China in relation to internal instability in the People’s Republicof China and the likelihood of the externalization of problemsarising from such internal instability.(6) UNITED STATES-CHINA BILATERAL PROGRAMS.—Science and technology programs, the degree of non-compliance bythe People’s Republic of China with agreements between theUnited States and the People’s Republic of China on prison laborimports and intellectual property rights, and United States enforcementpolicies with respect to such agreements.(7) WORLD TRADE ORGANIZATION COMPLIANCE.—Thecompliance of the People’s Republic of China with its accessionagreement to the World Trade Organization (WTO).(8) FREEDOM OF EXPRESSION.—The implications of restrictionson speech and access to information in the People’s Republicof China for its relations with the United States in the areas of economicand security policy.(b) Applicability of Federal Advisory Committee Act.—Subsection(g) of section 1238 of the Floyd D. Spence National Defense AuthorizationAct for Fiscal Year 2001 is amended to read as follows:(g) Applicability of FACA.—The provisions of the Federal AdvisoryCommittee Act (5 U.S.C. App.) shall apply to the activities ofthe Commission.The effective date of these amendments shall take effect on thedate of enactment of this Act [November 22, 2005].Changes: Enacted into law by the Consolidated Appropriations Act,2008, Pub. L.
