Growing trade between the two sides decreases the likelihoodof a conflict in the near future. Similarly, an increase in people-<strong>to</strong>-people<strong>and</strong> government relations across the Taiwan Straithelps <strong>to</strong> prevent misunderst<strong>and</strong>ing. The overall effect of improvedcross-Strait relations helps <strong>to</strong> safeguard the stability of the region.At the same time, the continued cross-Strait military st<strong>and</strong>offtempers the positive developments <strong>and</strong> potentially endangers U.S.interests in the region. As <strong>China</strong> continues <strong>to</strong> increase its militarycapabilities while Taiwan’s ability <strong>to</strong> defend itself is increasingly inquestion, the peaceful resolution of the cross-Strait situation is lesslikely. A gross military imbalance could also lead Beijing <strong>to</strong> resolvethe cross-Strait problem through the use of military force, possiblyresulting in U.S. military involvement.Conclusions• In <strong>2011</strong>, Taiwan <strong>and</strong> <strong>China</strong> have continued <strong>to</strong> strengthen theireconomic <strong>and</strong> diplomatic relations by focusing on implementingprevious agreements rather than signing new agreements.• A major fac<strong>to</strong>r leading <strong>to</strong> the slower pace of reduced tensionsacross the Taiwan Strait is Taiwan’s upcoming presidential <strong>and</strong>legislative elections. Seeking <strong>to</strong> prevent improving cross-Straitties from being used against the incumbent Kuomintang Party,both Taiwan <strong>and</strong> <strong>China</strong> have moved away from pressing forrapid negotiations <strong>and</strong> developments as in previous years.• The cross-Strait military balance continues increasingly <strong>to</strong> favor<strong>China</strong>, making it less likely that a peaceful resolution <strong>to</strong> the Taiwanissue will occur.
