Identifying Organizational Needs and Efforts to Fulfill Them<br />

The organizational needs are very well articulated in the detailed project report<br />

of the University prepared by IIM Bangalore in 2006. Besides, the<br />

infrastructure needs of the University are presented in the infrastructure<br />

development master plan of the University. The University also identifies the<br />

organizational needs in the context of new education policy initiatives at the<br />

national and state level such as 12th Plan policy guidelines, Rashtriya<br />

Uchchatara Shiksha Abhiyan, Vocationalization of Higher Education, Digital<br />

India initiatives, Swachh Bharat-Swastha Bharat Abhiyan, etc. Enlisting<br />

expectations and suggestions from the stakeholders also helps in determining<br />

the organizational needs.<br />

The leadership continuously strives to fulfill these needs, expectations and<br />

suggestions by way of introducing new programmes, products and services<br />

and submitting proposals for approval from State and National Government<br />

and agencies. Networking and partnership with national and international<br />

institutes are the strategic actions in this direction.<br />

6.1.4 Were any of the top leadership positions of the university vacant<br />

for more than a year? If so, state the reasons.<br />

The Top leadership positions, such as Vice Chancellor, Registrar and Finance<br />

Controller have never been vacant. Thus, there is a leadership continuum.<br />

However, the top academic leadership positions at the school level, such as<br />

Professors and Deans have been vacant for quite some time. The reasons are<br />

as follows:<br />

1. The retirement age of the teaching staff in the state was 60 years which<br />

has been raised to 65 years only in the recent past, whereas in best<br />

institutions it was already 65 years.<br />

2. The University has established schools in a phased manner, i.e., starting<br />

with two schools in 2009 the University has now established eight<br />

schools. The University thus made several concerted efforts to fill the<br />

teaching positions accordingly, however, could not succeed in selecting<br />

suitable and eminent Professors.<br />

6.1.5 Does the university ensure that all positions in its various statutory<br />

bodies are filled and meetings conducted regularly?<br />

Yes. All the positions in the three statutory bodies such as the Court, the<br />

Executive Council and the Academic Council are filled as provided in the<br />

Statutes. The meetings of these bodies are being regularly held. Details of the<br />

meetings held so far are as follows:<br />

The Court: Four meetings<br />

The Executive Council: Twenty one meetings<br />

The Academic Council: Twenty meetings<br />
