6.2.4 Does the university encourage its academic departments to<br />

function independently and autonomously and how does it ensure<br />

accountability?<br />

Yes. The Schools and Departments function independently and autonomously<br />

and have been made accountable with respect to the results they are supposed<br />

to deliver. Admission of the students in academic programmes, designing and<br />

updating of course curricula, ensuring attendance and discipline, planning and<br />

implementation of academic, co-curricular and extracurricular activities,<br />

conduct of mid term and semester end examinations and all the relevant<br />

aspects of academic management such as no dues, admit cards, exposures<br />

visits, placement activities are some examples. However, University lays<br />

down the necessary guidelines for ensuring accountability, openness and<br />

transparency.<br />

6.2.5 During the last four years, have there been any instances of court<br />

cases filed by and against the institute? What were the critical issues and<br />

verdicts of the courts on these issues?<br />

The University has confronted five court cases at the level of the Hon’ble<br />

High Court of Uttarakhand and the District Court in the past few years from<br />

the teachers, students and common man of the University. The critical issues<br />

involved in these cases and the verdicts are:<br />

Case 1- Allowing the faculty to appear in the interview for the post of<br />

Associate Professor as the Screening Committee did not recommend his name<br />

for interview.<br />

Verdict : Hon’ble High Court dismissed the case.<br />

Case 2- Granting permission to a student to appear in the entrance test for the<br />

M.Phil. Economics programme as the student was not allowed to appear in the<br />

test as per rules. The student was punished in a case of indiscipline and was<br />

not allowed.<br />

Verdict : Hon’ble High Court directed the University to allow the student to<br />

appear in the Entrance exam. The student was allowed.<br />

Case 3- Termination of an Associate Professor from the University due to not<br />

fulfilling the minimum eligibility conditions/ requirements for the post of<br />

Associate Professor.<br />

Verdict : Hon’ble High Court requested the Chancellor to consider the case<br />

and take appropriate decision. The matter is still in process.<br />

Case 4- Removal of unauthorized occupation of tea shop in the premises by<br />

the University as the shop was not permitted to be opened.<br />

Verdict : Hon’ble District Court has stayed the order of the University to<br />

remove the shop. The matter is still not disposed off.<br />
