Opportunities<br />

1. Demise of Planning Commission of India and establishment of NITI<br />

Aayog,<br />

2. Establishment of Centre for Public Policy & Good Governance by<br />

Government of Uttarakhand,<br />

3. Increased decentralisation of plan resources, absence of public policies at<br />

the state level, especially in the State List and Concurrent List of the<br />

Constitutions,<br />

4. Emerging Mountain-Agenda, awareness about the value of Indian<br />

Mountain Ecosystems and the focused attention that the Centre has<br />

devoted to this major gap-area in public policy, and<br />

5. Evolution of Climate Change, Disaster Risk Reduction and Sustainable<br />

Development Goals , which have been the main focus of the Centre from<br />

2011 onwards.<br />

Challenges<br />

1. Centre unable to follow-up the road-map indicated in its latest Annual<br />

report, various Schools of the University not able to dock-up their<br />

expansion using the Centres enabling activities,<br />

2. Research losing its action-research steam due to Centre’s faculty not<br />

mobilized on the basis of its emerging potential,<br />

3. Gap between the demand generated by the IMI Programme and the<br />

support generated by the Centre and its net-work Partners,<br />

4. Teaching and Research work not in sync with the changing demand from<br />

the state(s ), and<br />

5. To cope up with the complex and specialized needs in the public sector<br />

and inability to build in-house human resource capacity to address such<br />

requirements.<br />

52. Future plans of the department.<br />

Short-Term/ Medium Term Plans:<br />

To emerge as a unique, innovative and demand –driven Centre for addressing<br />

the future needs in public policy domain, encompassing the fast growing<br />

economy of states, as a collective in a federal set up and establish itself as a<br />

solution-exchange for Centre –State relations, both in public domain and<br />

private sector.<br />
