in the EU matched Italy and<br />

France with their overall<br />

national effort, establishing<br />

a goal of cutting primary<br />

energy consumption by<br />

20 per cent by 2020.<br />

France - 65/100<br />

France scored jointhighest<br />

(with Germany) for<br />

overall national efforts to<br />

improve energy efficiency.<br />

It reduced its energy<br />

intensity by 50 per cent<br />

over just 10 years and has<br />

committed to reducing<br />

energy consumption by<br />

17 per cent by 2020.<br />

Spain - 54/100<br />

Spain is the lowest-ranked<br />

European country of the<br />

eight for energy efficiency,<br />

but still outperforms<br />

countries such as Canada<br />

and the United States.<br />

The country did perform<br />

well when it came to<br />

the high efficiency of its<br />

thermal power plants, and<br />

for having a mandatory<br />

programme for the<br />

disclosure and labelling of<br />

buildings' energy efficiency.<br />

Germany - 65/100<br />

Germany shared first place<br />

with France. Its industry<br />

energy efficiency is<br />

particularly well regarded.<br />

Tax credits and loan<br />

programmes encourage<br />

investment in energyefficient<br />

building projects,<br />

while public funds provide<br />

30 per cent of the funding<br />

for new high-efficiency<br />

motors, air conditioners<br />

and compressors.<br />

Italy - 64/100<br />

Italy has outperformed the<br />

other seven economies<br />

when it comes to transport,<br />

having invested in a<br />

substantial rail network<br />

capable of transporting<br />

both passengers and<br />

freight. The country has<br />

also earned the jointhighest<br />

position for overall<br />

effort, by encouraging<br />

citizens to upgrade their<br />

outdated vehicles to<br />

modern, more energyefficient<br />

ones.<br />
