We have a strong<br />

relationship with China<br />

that is based on respect<br />

and cooperation<br />

manner – as we try to find answers to the problems that<br />

most preoccupy our citizens. Whether it’s ensuring that<br />

people feel safe in their communities, or building an<br />

economy that grows the middle class, I will work hard<br />

for Canadians, for Canada, and for a better world.<br />

At this year’s <strong>G20</strong> summit, China has proposed<br />

that our <strong>G20</strong> partners work towards an inclusive,<br />

interconnected, invigorated, innovative world economy.<br />

These "four Is" are visionary themes that fit into our<br />

plan to create jobs, strengthen the middle class, and<br />

revitalise the Canadian economy.<br />

First, we need to keep a strong focus on inclusive<br />

growth that supports the middle class and those<br />

working hard to join it. The benefits of this growth<br />

cannot only be felt by the wealthiest one per cent – they<br />

need to be felt by everyone. As governments, we have<br />

the ability to reduce this inequality through our policy<br />

choices. As such, I will speak to my counterparts about<br />

our plan to invest in our country and more importantly,<br />

in our people. In Budget 2016, we committed more<br />

than $120 billion in infrastructure spending that will<br />

directly benefit all Canadians. During the summit, I will<br />

also talk about our middle class tax cut, our new child<br />

benefit that will lift 300,000 children out of poverty, and<br />

our actions to strengthen our national pension plans.<br />

Second, we need to recognise how our investments<br />

are connected. When we invest in public transit, for<br />

instance, we help Canadians get to work on time, ship<br />

their products across the country, and get to their<br />

kids’ soccer game. When we invest in innovation and<br />

technology, we help connect Canadians to the world<br />

and create good-paying jobs that help the middle class<br />

grow. When we invest in green infrastructure, we help<br />

protect against the risks of climate change and we build<br />

a cleaner economy. That is why Canada is taking a lead<br />

role on interconnectivity within the <strong>G20</strong>. We will also<br />

continue to demonstrate Canada’s openness to the<br />

world by strengthening our collective efforts on trade<br />

liberalisation while we hold ourselves accountable to<br />

our commitment to help the world’s poorest and<br />

most vulnerable.<br />

Third, we need to re-invigorate the global<br />

economy in the short term and support the longerterm<br />

productivity gains that will benefit middle class<br />

Canadians for years to come. Canada has played a<br />

leading role in ensuring that the national commitments<br />

of <strong>G20</strong> members support growth. While in Hangzhou,<br />

I will urge my counterparts to make good on their<br />

commitments to deliver on the promised reforms to<br />

investment, employment, trade and competition.<br />

Connections with stakeholders<br />

Finally, for the <strong>G20</strong> to be effective, we need to continue<br />

to strengthen our connections with stakeholders – such<br />

as representatives from the business community and<br />

civil society – and with other governments, such as our<br />

Commonwealth and Francophonie partners. I strongly<br />

support outreach efforts as an integral part of the<br />

<strong>G20</strong> process.<br />

In closing, this year’s summit in China is important<br />

for Canada as a Pacific nation. We have a strong<br />

relationship with China that is based on respect and<br />

cooperation – one that has been cultivated over many<br />

years. Not only are our people increasingly connected,<br />

but our prosperity is as well. In Hangzhou, we will<br />

have an opportunity to deepen that friendship further,<br />

bolster our shared prosperity and grow Canada’s<br />

middle class.<br />

I look forward to working with China, and the rest<br />

of our <strong>G20</strong> partners, to tackle the most pressing issues<br />

we face, both as individual nations and collectively as a<br />
