Like many African states, a century ago Korea had to endure<br />
the agony of colonial rule. No more than 65 years ago, Korea<br />
witnessed the horrors of a fratricidal war that drove the entire<br />
nation to ruin. Only half a century ago, Korea remained plagued<br />
by starvation and despair.Nonetheless, the Korean people<br />
refused to let go of their dreams and hopes, and with<br />
unflinching conviction delivered the Miracle on<br />
the Han River.Such a feat was not achieved by<br />
the strength of Koreans alone. Without the<br />
assistance, understanding and partnership of<br />
the community of nations, including those in<br />
Africa, we would not have been able to prevail,<br />
or at least, the struggle would have been far more<br />
arduous.It is a pleasure that Korea can now offer<br />
help and join Africa a forge a new path towards the<br />
future, together with our friends who likewise helped<br />
Korea triumph over adversity. Africa has set sail<br />
on a voyage towards a grand dream of<br />
ushering in a new future.<br />
The 'Agenda 2063' that envisions an<br />
'Integrated, prosperous and peaceful<br />
Africa' presents a blueprint for such<br />
an African dream.<br />
It is a world that changes very rapidly...<br />
So, we started off doing economic<br />
development, basically manufacturing<br />
of labour-intensive things.<br />
We had to change our strategy to<br />
emphasise skills, we had to emphasise<br />
technology, we had to upgrade our people’s<br />
education and they had to be prepared to<br />
learn new jobs as they did that. You have to<br />
do it not just once but many times because<br />
after the first time, the world changes again<br />
and you have to change again.<br />

Innovation is important… for the<br />
economy, employment, technology,<br />
education and health. It is also key<br />
for business mobilisation. We live in a<br />
country with more than 11 million people<br />
unemployed who cannot get jobs. We<br />
must overcome this.<br />
We welcome those studying abroad to<br />
bring back knowledge that can be applied<br />
in Brazil. We must establish the idea that<br />
this country is a multifaceted country with<br />
an economic focus.<br />
The first social law is the right to<br />
employment. This is very connected to<br />
another constitutional principle: that that<br />
all people act on the basis of human dignity.<br />
We preach to the private sector and ask<br />
entrepreneurs to extend their activities to<br />
provide employment, guided by the idea of<br />
constitutional human dignity.<br />
Argentina-China relations enjoy a sound<br />
momentum and huge development<br />
potential. Argentina is grateful to China<br />
for its vigorous support in infrastructure<br />
construction, financial stability, economic<br />
reforms and other aspects, and welcomes<br />
Chinese enterprises to increase their<br />
investment in such areas as ports,<br />
railways, roads and agriculture<br />
in Argentina.<br />
Argentina hopes both sides will expand<br />
exchanges and cooperation in areas<br />
such as infrastructure, finance, tourism,<br />
sports and people-to-people and cultural<br />
exchanges and is willing to provide more<br />
convenience in visa issuance for Chinese<br />
citizens. Argentina stands ready to enhance<br />
cooperation with China in international<br />
affairs, and will support China in hosting<br />
a successful <strong>G20</strong> Summit in Hangzhou.<br />
At the beginning of this year, we<br />
experienced a pleasant surprise. Even as<br />
stock markets declined and the price of<br />
crude oil plummeted, our currency, the<br />
rupiah, was stable. [Then] we received<br />
another pleasant surprise. Our fourthquarter<br />
GDP growth exceeded the forecasts<br />
of all 23 forecasting institutions. The<br />
consensus forecast was 4.8 per cent year-onyear<br />
growth. Instead, we achieved growth<br />
of 5.03 per cent, year-on-year, in the fourth<br />
quarter of 2015.<br />
In 2014, the ruling coalition commanded<br />
only a minority in parliament. In 2015, we<br />
achieved a majority in parliament. Today,<br />
a larger amount of infrastructure is being<br />
built than at any given time in the last 15<br />
years. Overall – I am cautiously optimistic…<br />
that we have reached a measure of<br />
economic stabilisation.<br />
