Tool Rooms mainly belong to the large and<br />
medium scale companies that develop<br />
tools for in house requirement, e.g. auto<br />
component, plastic, packaging etc. Such<br />
Tool Rooms have state of the art<br />
equipment to meet the internal<br />
requirements. Auto components and<br />
OEMs constitute around ~70% of this<br />
segment. Quality tooling is critical to produce high quality finished components and such companies<br />
perceive that quality of the components can be maintained only by developing tools in house or<br />
through imports from their foreign counterparts which also ensures steady supply as per<br />
requirement. Another major reason for captive tool making is that these companies don’t want to<br />
share their designs of tools to safeguard intellectual property of the company. Nearly ~ 70% of auto<br />
and auto component companies except from Indian manufacturers, primarily import their tooling or<br />
have a captive Tool Room mainly due to<br />

lack of raw material quality and IP content.<br />
Indian Commercial Tool Rooms suffer from<br />
capacity constraint causing an increase in<br />
the lead time for manufacturing the tools<br />
to meet the demand of the end users.<br />
Thus, captive segment does not present a<br />
significant opportunity that can be<br />
targeted by MSME tool rooms.<br />
Commercial Tool Rooms (CTRs): Commercial Tool Rooms account for ~ 46% of the total tooling<br />
market. Commercial Tool Rooms supply tooling on a commercial basis to a variety of industries and<br />
operate as independent companies. Besides manufacturing tooling, some Commercial Tool Rooms<br />
also undertake precision machining and component manufacturing. This segment with an estimated<br />
