Environmental screening<br />

TCs are like mini industries; hence planning, development and management of the TCs involve several<br />

critical environmental, health and safety obligations. Good environment practices and processes are<br />

required to be an integral part of any expansion or development of any green-field TC. The foremost<br />

and most essential stage of environment management is to conduct an environmental screening that<br />

highlights appropriate level and type of Environmental aspects and their likely associated<br />

environmental impact. The screening process aims to quickly identify those projects in which no<br />

potential environmental and social issues exist, so that only those with potential environmental and<br />

social implications will undergo a more detailed screening process. As a consequence, the outcome<br />

of the screening process will be a categorization of the project into one or more of the following<br />

categories:<br />

► Category 1: No further action is needed, either because no significant environmental impact and<br />

risks were identified, or because sufficient environmental review has already been conducted and<br />

environmental management recommendations have been incorporated into the project;<br />

► Category 2: Environmental sustainability elements need to be integrated into project design<br />

because there are possible environmental and social benefits, impact, and/or risks associated with<br />

the project (or a project component) but these are limited in nature, predominantly indirect or<br />

very long-term and so extremely difficult or impossible to directly identify and assess.<br />

► Category 3: Further environmental and social review and management is needed because<br />

potential environmental and social impact or risks are associated with the project (or a project<br />

component) and it is possible to identify these with a reasonable degree of certainty. In some<br />

cases, determining the significance of these impact or risks will require environmental and social<br />

assessment which, in turn, will lead to the identification of specific environmental and social<br />

management measures that need to be incorporated into the project.<br />

The methodology for screening includes desk study, site visit and study of<br />

available literature.<br />

► Desk study involves collection and review of the secondary data available in the public domain.<br />

This may involve the seismic activity of the area where new TC is proposed, soil type, land use<br />

pattern, etc. This will enable one to decide the methodology and level of Environment assessment<br />

and distributing the responsibility amongst the team members.<br />

► Site visit/s is/are conducted to collect first hand data/information about the new site. This<br />

enables a cross check of the secondary data available during the desk review and assessing the<br />

likely environmental aspects and health and safety hazards. Also, this involves interaction with<br />

different stakeholder in the region to gauge any possibility of conflict related to TC.<br />
