Technology Centre Systems Program – <strong>Draft</strong> DPR for New TC at Rohtak<br />
Tribal population: Scheduled caste population in the district is significant, occupying a share of 19.10% of total<br />
population which is lower than the state average of 19.35 %. There are no Scheduled tribes in Rohtak.<br />
Social and environmental screening<br />
Environmental and social screening enables the envisaged risks to be addressed at the very beginning<br />
of designing and conceptualizing the implementation of the expansion or the green-field<br />
development. The two main objectives of environmental and social screening are to:<br />
► Enhance the environmental and social sustainability of a proposed project. This aspect of<br />
screening focuses on the environmental and social benefits of a project.<br />
► Identify and manage environmental and social risks that could be associated with a proposed<br />
project. This aspect of screening focuses on the possible environmental and social costs of an<br />
intervention and may point to the need for environmental and social review and management.<br />
Social screening<br />
As per World Bank guidelines TCSP has a two-tier approach 33 to Social Screening Process (SSP) as<br />
defined by World Bank which is as follows;<br />
► No Social Screening Process (NSSP) is applicable if,<br />
Expansion/modernization of an existing TC takes place within its existing complex/campus<br />
and/or within an established and operational sites such industrial estates, industrial parks,<br />
export promotion zones etc.<br />
New TC is to be established within established and operational sites such as industrial estates,<br />
industrial parks, export promotion zones etc.<br />
► Full Social Screening Process (FSSP) is applicable if a new TC is to be established on land<br />
acquired from private title holders and/or on Government land under different tenure systems<br />
provided by the Government to establish a new Centre<br />
► Indigenous People’s Social Screening Process (IPSSP) will be undertaken<br />
If a new TC is to be established in an area with high indigenous population comprising tribal<br />
populace and<br />
If the area is covered by Govt. Policies and Plans such as Tribal Sub Plans and Panchayati Raj<br />
Extension to Scheduled Areas<br />
Further, Resettlement Policy Framework (RPF) applies to all components of Technology Centre<br />
Systems Program that requires acquisition of private land and transfer of Government/public land<br />
and that are likely to have adverse social impact including involuntary resettlement.<br />
