The Governorate of <strong>Luxor</strong> has developed a set to actions to meet Step 1: Preparing the ground for climate<br />
adaption. For example, the Governorate established a Unit for Crises Management (GCM) to deal with any<br />
climate extreme events and any other crises in the governorate.<br />
The Governorate of <strong>Luxor</strong> also created a daily communication tool with the National Weather Forecast<br />
Authority (NWFA) and the Governorate’s Central Operation Room (COR) to track any changes or extreme<br />
events in the weather or climate, and to record and coordinate with concerned departments to deal with<br />
such extreme events, whether in the Governorate of <strong>Luxor</strong> or the City of <strong>Luxor</strong>.<br />
5. Risk Assessment and Vulnerability Analysis<br />
In order to conduct a risk assessment and vulnerability analysis, as a first step, the climate hazard types<br />
should be identified. These hazard types in general for the Maghreb and Mashreq countries in particular, are<br />
presented in Table 14 (Below).<br />
The Governorate of <strong>Luxor</strong> (municipalities) was called to assess the impact that each climate hazard type has<br />
a series of Vulnerable/ Impacted sectors, such as:<br />
• Population (Public Health),<br />
• Infrastructure (Transport, Energy, Water and Social),<br />
• Built environment (Buildings’ stock and materials),<br />
• Economy (Tourist and Agriculture), and<br />
• Biodiversity (Coastal zone ecosystems, Green zones/ forests).<br />
