need of a strategic and comprehensive approach to improving the transport network and promoting a more<br />
sustainable model.<br />
With 210,000 tourists (2015 reference) using transportations (3,674 vehicles, including 1,837 buses &<br />
microbuses) and the city having 8,460 private vehicles and 39,425 motorcycles, on transforming the mobility<br />
model is a big challenge. Mobility services are, so far, only ensured by commercial (private) transport (3105<br />
Taxis & 424 Microbus), which make it even more complex. Hence, it is vital to develop a comprehensive<br />
planning of green transport mobility, which will preserve the city future development, while improving quality<br />
of life in the urban area of the City of <strong>Luxor</strong>.<br />
This priority action #1 on greening transport and mobility would also support the National Adaptation Actions.<br />
It also supports the Governorate strategy attaining the set policies in the National Climate Change<br />
Communication Report, mainly the policies targeting development that is more sustainable based on four<br />
pillars:<br />
• More efficient use of energy, especially by end users.<br />
• Increased use of renewable energy as an alternative to non-renewable sources.<br />
• Use of advanced locally-appropriate and more-efficient fossil fuel technologies, which is less-emitting.<br />
• Energy efficiency is the cornerstone to be targeted by policy makers to decouple demand on energy and<br />
economic growth.<br />
Implementation plan<br />
Component 1: The City of <strong>Luxor</strong> first needs to get a more sophisticated understanding of mobility needs across<br />
the city and issues to be solved:<br />
• Traffic movements and intensity in different parts of the city,<br />
• Mobility habits of residents,<br />
• Needs for goods transport,<br />
• Main issues to be solved (traffic jam, air pollution, GHG emissions), and<br />
• Specific assessment of tourists’ transport needs and evolution of fluvial circulation management and<br />
transport needs.<br />
The first step of the Mobility Master plan design will consist in a detailed investigation of mobility issues,<br />
challenges and needs in <strong>Luxor</strong>.<br />
Component 2: From the detailed description of issues at stake, the study will draw strategic priorities with a<br />
double objective in mind – improve mobility services for people, goods, and tourists while reducing the<br />
environmental foot print of the transport sector and its impact on heritage and cultural sites and antiquities.<br />
This could include:<br />
• Designing a new organisation of transport services integrating transport needs and city planning<br />
policies, while prioritising collective / public transportation instead of private/ individual vehicles and<br />
active modes of mobility for people (walking and biking) in particular by providing safer conditions<br />
for users,<br />
