Governorate and Municipal vision and strategy<br />

The Governorate of <strong>Luxor</strong> developed a Green City Strategy 2030 - GCS “<strong>Luxor</strong> the Heritage City of the World”<br />

that was launched on June 14, 2014. The GCS 2030 recommendations were also cemented by the Green City<br />

Protocol signed by more than 45 key stakeholders. However, the implementation road map of the GCS has<br />

not been published yet. The Governorate of <strong>Luxor</strong> also joined the Resilient Cities Acceleration Initiative<br />

(RCAI) in its 3 rd phase with the objective to assist selected cities to be more resilient in confronting<br />

environmental challenges and counterbalance the impact of CC risks to socioeconomic life 60 .<br />

Keeping in mind its specific values and the local context, the City of <strong>Luxor</strong> develops a strategy consistent with<br />

<strong>Egypt</strong>’s Vision 2030, Energy Strategy 2035 and National SDS 2030. This strategy is structured around two folds:<br />

- Reduce energy consumption in all sectors through energy conservation and efficiency, in order to<br />

provide better services while reducing costs and impacts, and<br />

- Promote energy production from locally available renewable resources in order to cover as far as<br />

possible energy needs from these decarbonised sources.<br />

As the vulnerability analysis of the City of <strong>Luxor</strong> – Governorate of the <strong>Luxor</strong> indicates among 10 receptors<br />

including tourists is ranked the second highest risk (level 2) in terms of probability and impact.<br />

The City of <strong>Luxor</strong> - Governorate of <strong>Luxor</strong> developed and announced a Strategic Plan 2017, which promotes<br />

many projects in the areas of infrastructure. The strategy is centred on the objective of promoting <strong>Luxor</strong> as a<br />

green city. Within this strategy promoting clean and green transport system and sustainable water mobility<br />
