Governorate and Municipal vision and strategy<br />
The Governorate of <strong>Luxor</strong> developed a Green City Strategy 2030 - GCS “<strong>Luxor</strong> the Heritage City of the World”<br />
that was launched on June 14, 2014. However, the implementation road map of the GCS has not been<br />
published yet. The Governorate of <strong>Luxor</strong> also joined the Resilient Cities Acceleration Initiative (RCAI) in its 3 rd<br />
phase with the objective to assist selected cities to be more resilient in confronting environmental challenges<br />
and counterbalance the impact of CC risks on the socioeconomic life 63 .<br />
Keeping in mind its specific values and the local context, the City of <strong>Luxor</strong> develops a strategy consistent with<br />
<strong>Egypt</strong>’s Vision 2030, Energy Strategy 2035 and National SDS 2030. This strategy is structured around two folds:<br />
- Reduce energy consumption in all sectors through energy conservation and efficiency, in order to<br />
provide better services while reducing costs and impacts, and<br />
- Promote energy production from locally available renewable resources in order to cover as far as<br />
possible energy needs from these decarbonised sources.<br />
The City of <strong>Luxor</strong> - Governorate of <strong>Luxor</strong> developed and announced a Strategic Plan 2017, which promotes<br />
many projects in the areas of infrastructure. The strategy is centred on the objective of promoting <strong>Luxor</strong> as a<br />
green city. Within this strategy promoting clean and green transport system and sustainable water mobility<br />
in the Nile river is absolutely central to reduce energy consumption and lower CO 2 emissions that impacts air<br />
quality and the climate.<br />
In addition, the Governorate is also intending to support the plan by informing and raising awareness of all<br />
Governorate’ staff and citizens on the impact of climate change, upcoming risks and adaptation actions, as<br />
well as the importance of applying sustainable energy measures.<br />
The City of <strong>Luxor</strong> - Governorate of <strong>Luxor</strong> is planning to implement the Green Residential Plan (GRP) – based<br />
on clean energy production and green solutions in the building sector. To support the vision in making the city<br />
Green, the City of <strong>Luxor</strong> plans to:<br />
- Expand the natural gas network to most of the residential buildings,<br />
- Support the GRP to inform and raise the awareness all stakeholders including staff, citizens as well all<br />
companies working in RE to support the plan and to transfer to the city to be green city, especially the<br />
building sector,<br />
- Inform stakeholders of the necessity of integrating solar PV and SWH systems to heat water, and<br />
