lowering the cost disadvantage of air.<br />

It should be pointed out that the commodities mis-<br />

classified are members of the lowest value per pound sector<br />

which travels by air. Likewise, the sea misclassified<br />

are members of the highest value per pound sector which<br />

travels by sea. Why do these relatively low value goods<br />

travel by air? (Especially when many higher value goods<br />

travel by sea and are appropriately classified as such).<br />

It is suggested here that these goods may represent emergency<br />

shipments. In future runs with different monthly data<br />

these commodities will be run with a dummy variable denoting<br />

emergency shipment.<br />

The results obtained <strong>for</strong> the commodity groups that<br />

involved modal splits are shown in Table IV-4. The<br />

variables are the same as earlier:<br />
