and institutional improvements that occurred in the<br />

intervening years. Since such improvements did occur, it is<br />

likely that the price-adjusted figures are 1.00 high. Ideally,<br />

one would want to per<strong>for</strong>m the statistical analysis using more<br />

recent data, but this is precluded here by the magnitude of the<br />

task. Moreover, the purpose of this subsection is primarily to<br />
