The research reported in this dissertation would not have been<br />

possible without the help of many individuals. Special appreciation<br />

is due the officials of A. L. Mechling Barge Lines, Inc., and the<br />

Central States Motor Freight Bureau, Inc. who so graciously supplied<br />

data when other sources were lacking.<br />

The staff of the <strong>Water</strong>ways Research Project at Northwestern<br />

University, Professors R. B. Heflebower, L. B. Lave and R. H. Strotz,<br />

provided advice and criticism at every stage of the research. Pro-<br />

fessors A. P. Hurter and D. Mortensen were available <strong>for</strong> many helpful<br />

comments and criticisms as the work progressed. The chairman of my<br />

dissertation committee, Professor Leon N. Moses, is solely responsible<br />

<strong>for</strong> my interest in transportation economics. His stimulating and con-<br />

tinuing counsel was by far the most important factor in the completion<br />

of this research. Finally, mention must be made of my colleague Joe<br />

DeSalvo who has provided an almost daily sounding board <strong>for</strong> my ideas.<br />

Of course none of the individuals cited above shares responsibility<br />
