The research reported in this dissertation required the coopera-
tion of industry as well as the counsel of scholars. I was particularly
fortunate on both counts. Personnel of bargeline firms and railway
companies gave freely of their time and honored most of the data requests
which were made of them. Helpful information was also received from the
two major trade associations: The Association of American Railroads and
the American Waterway Operators Association. Finally, the U.S. Army
Corps of Engineers, and particularly their North Central Division, pro-
vided technical information and acted as liaison between the researcher
and industry.
During the early stages of the research, I was fortunate in having
the almost daily counsel of Professor L. B. Lave of Carnegie-Mellon
University. Professor Lave was on leave to Northwestern at the time.
After his return to Carnegie, Professor Lave continued to provide help-
ful comments and criticisms on the work as it progressed. At North-
western my dissertation committee--Professors R. B. Heflebower, A. P.
Hurter, L. N. Moses (chairman), and R. H. Strotz--provided advice and
criticism at every stage of the research. Each exhibited an exasperat-
ing talent for finding flaws, and their countless major and minor crit-
icisms have done much to improve the dissertation. Finally, mention
must be made of C. W. Howe of Resources for the Future, Incorporated,
to whom I owe a great intellectual debt. His development of a process
function for barge tows provided the starting point for the method used
