La ejecución <strong>de</strong> esta importante obra sería retomada<br />
años más tar<strong>de</strong> durante el mandato <strong>de</strong>l presi<strong>de</strong>nte Porfirio<br />
Díaz, quien mostró gran interés por el tema <strong>de</strong>l <strong>de</strong>sagüe al<br />
grado tal <strong>de</strong> consi<strong>de</strong>rarlo como una <strong>de</strong> sus priorida<strong>de</strong>s<br />
<strong>de</strong> gobierno, creando en consecuencia <strong>la</strong> Junta Directiva <strong>de</strong>l<br />
Desagüe <strong>de</strong>l Valle <strong>de</strong> México y optando por concesionar<br />
los trabajos a empresas que tuvieran <strong>la</strong> capacidad <strong>de</strong><br />
ejecutarlos. El arranque en firme <strong>de</strong> los trabajos <strong>de</strong>l Gran<br />
Canal se postergó hasta 1885, año en que fue nombrado el<br />
ingeniero Luis Espinosa como titu<strong>la</strong>r <strong>de</strong> <strong>la</strong> Junta Directiva,<br />
y el ingeniero José Iglesias como responsable <strong>de</strong> <strong>la</strong> dirección<br />
<strong>de</strong> <strong>la</strong>s obras.<br />

La construcción <strong>de</strong> esta importante obra <strong>de</strong> <strong>de</strong>sagüe<br />
tuvo como propósito principal reducir el agua que se<br />
vertía al <strong>la</strong>go <strong>de</strong> Texcoco, con un nivel más bajo, proveniente<br />
<strong>de</strong> los <strong>la</strong>gos <strong>de</strong> San Cristóbal, Xaltocan y Zumpango,<br />
receptores <strong>de</strong>l río Cuautitlán, tal <strong>de</strong>sagüe <strong>de</strong>sembocaría<br />
al río Tu<strong>la</strong> y sus afluentes, el Moctezuma y el Pánuco, lo<br />
que permitiría conducir el agua por 300 kilómetros <strong>de</strong>s<strong>de</strong><br />
<strong>la</strong> cuenca hasta el Golfo <strong>de</strong> México.<br />
Así, el Gran Canal <strong>de</strong> Desagüe se conformó por tres<br />
elementos principales; primero: <strong>la</strong> construcción <strong>de</strong> un canal<br />
<strong>de</strong> 47.5 kilómetros <strong>de</strong> <strong>la</strong>rgo que iniciaba al oriente <strong>de</strong> <strong>la</strong><br />
ciudad, en <strong>la</strong> Garita <strong>de</strong> San Lázaro, para atravesar el <strong>la</strong>go<br />
