These duties are not being com.<br />
plied with. A Se51.rlty Council'<br />
,resolution establishing a UN<br />
peacekeeping force to separate<br />
the area of Iraq inhabited by the<br />
Kurds from the rest of Iraq would<br />
go a consi<strong>de</strong>rable way towards<br />
fulfilling those internationallegal<br />
,obligations.<br />
