1. INTRODUCTION<br />

This report contains the results of the pilot project Development of technology of clean up of the<br />

area of decommissioned sites of the Russian Federation Ministry of Defense in the Arctic by the<br />

example of Alexandra Island of Franz Josef Land Archipelago from hazardous waste .<br />

Work is based on Contract for Consultancy Services No. CS-NPA-Arctic-13/2009 of December 01,<br />

2009 between Non-Profit Organization Foundation of Polar Research POLAR FOUNDATION<br />

(NPO POLAR FOUNDATION ) and Institution National Pollution Abatement Facility<br />

Executive Directorate ( NPAF Executive Directorate ). The contact has been concluded within the<br />

framework of the GEF grant Russian Federation: Support to the National Program of Action for<br />

the Protection of the Arctic Marine Environment of June 18, 2005.<br />

In terms of content the report includes the materials from working papers of all stages completed<br />

under the Contract and the most important appendices.<br />

The work was aimed at:<br />

1. Identification and mapping of hazardous pollution sources at the sites of Alexandra<br />

Island in order to select the main and alternate sites for implementing the pilot project. In the<br />

course of work, it is planned to analyze the data obtained in 2007 and carry out an<br />

additionally survey of the level of soil contamination and technical liquids at selected sites.<br />

2. Analysis of the existing domestic and foreign experience in the clean up of the<br />

territories of decommissioned military sites from drums with fuel and lubricant and PCB<br />

residuals. The determination of innovative technology for removing spent technical liquids<br />

and oils containing especially hazardous substances The development of technological<br />

project for a mass disposal of drums containing especially hazardous substances, safe<br />

removal of their content, compacting of drums and their transportation to a drop-off station<br />

in Arkhangelsk. The development of technological project for handling waste, technological<br />

equipment and its parts, containing heavy metals. The development of technological project<br />

for disposal of the items containing sovtol and other PCB-containing liquids. Assessment of<br />

abilities and methods to dispose PCB-containing equipment from airfield service and air<br />

defence facilities at the site.<br />

3. Purchase and testing of the necessary technological equipment.<br />

4. Disposal of 1000 drums with fuel and lubricant residuals of different of different<br />

time of production at the selected site including their collection, transportation to clean up<br />

point and further treatment, discharge of liquid residuals from drums to special tanks,<br />

defrosting the drums if needed using specially developed techniques, clean up of drums fron<br />

fuel and lubricant residuals and hazardous pollutants with an obligatory hazardous substance<br />

discharge control. Cutting, pressing (palletizing), packaging and safe transportation to a<br />

specialized enterprise in Arkhangelsk.<br />

5. Development of an order for prospecting and developing a project for large-scale<br />

work to clean up the area of sites of the Russian Federation Ministry of Defense on<br />

Alexandra Island of Franz Josef Land Archipelago.<br />

The list of contamination parameters to be monitored was determined based on the requirements for<br />

soil and ground quality established by the Russian Federation regulatory docunebts (GOST, SanPiN<br />

and RD), as well as the recommendations of the Arctic Monitoring and Assessment Program<br />

FINAL REPORT for Contract No. CS-NPA-Arctic-13/2009 of December 01, 2009 within the framework of pilot project Development of<br />

Technology of clean up of the area of Decommissioned Sites of The Russian Federation Ministry of Defense in the Arctic by the<br />

Example of Alexandra Island of Franz Josef Land Archipelago from Hazardous Waste<br />
