2. ADDITIONAL SURVEY FOR SELECTING AN EXPERIMENTAL SITE;<br />

ORGANIZATION AND METHODOLOGY OF WORK<br />

2.1 Work program characteristics<br />

Field work and laboratory researches at the pilot project Phase 1 were based on the results of the<br />

demonstration project Environmental Remediation of the Decommissioned Military Base on<br />

Alexandra Island of Franz Josef Land Archipelago in 2008. Work was carried out according to the<br />

regulatory document requirements regulating the survey of the areas of technological infrastructure<br />

elements, organization and conduction of observations of soil and ground contamination.<br />

The scope of work was as follows:<br />

additional survey of the infrastructure elements to specify the number and location of the most<br />

environmentally hazardous equipment, select the experimental site to be cleaned up and remediated;<br />

determination of the number and exact location of especially hazardous technological<br />

infrastructure elements using the global positioning system (WGS-84 Coordinate System);<br />

determination of the presence of PCB-containing equipment in the technological infrastructure<br />

(transformers, radars, etc.), other equipment that is a source of extremely high contamination with<br />

aromatic and aliphatic hydrocarbons and heavy metals as well as storage of PCB-containing<br />

technical liquids (hydraulic and transformer oils) and accumulations of drums with spent industrial<br />

and motor oils;<br />

record of labeling of the tanks for technical liquids, oils and potentially PCB-containing<br />

equipment (radar assemblies, condensers and transformers of various capacity);<br />

collection of samples of technical liquids and spent industrial and motor oils (no t less than<br />

30).<br />

identification of technical liquids and oils to be disposed based on standard specifications for<br />

the types of production using laboratory testing methods<br />

1:1000 scale map development and plotting of the position of hazardous and other<br />

infrastructure elements at surveyed areas;<br />

soil sampling at the sites under technological facilties, which are sources of extremely high<br />

contamination not less than 25 samples (from 4 to 6 per site);<br />

chemical analytical study of soil samples collected in the course of field work for oil products<br />

(total) PCB (-#28, #31, #52, #99, #101, #105, #118, #128, #138, #153, #156, #170, #180, #183,<br />

#187), PAH (naphthalene, benz(a)pyrene, acenaphthylene, acenaphthene, fluoranthene, fluorene,<br />

phenanthrene, anthracene, pyrene, benz(a)anthracene, chrysene, benz(b)fluoranthene,<br />

benz(k)fluoranthene, dibenz(a,h)anthracene, indeno(1,2,3-,d)-pyrene, benz(g,h,i)perylene),<br />

VAH(benzene, toluene, orthoxylene, sum of meta- and para- xylenes, ethylbenzene,<br />

isopropylbenzene (cumene), 1,2,4-trimethylbenzene) and heavy metals (mercury, lead, cadmium,<br />

cobalt, nickel, copper, zinc, manganese, chrome, tin);<br />

determination of the level of soil pollution at the locations of especially hazardous<br />

technological facilities;<br />

cameral processing of field work materials and results of chemical analytical study of<br />

specimens and samples;<br />

assessment of the level of soil pollution at surveyed technological facilities according to<br />

Technology of clean up of the area of Decommissioned Sites of The Russian Federation Ministry of Defense in the Arctic by the<br />
