Applications Programs Leonard Jaffee told the Armed Forces Communications<br />

<strong>and</strong> Electronics Assn. in Washington, D.C. “We are almost<br />

approaching the point where the remaining obstacle to global business,<br />

aside from the political problems, will be the zonal time differences.<br />

At the moment time differences are aggravations to the total realiza-<br />

tion of our new-found communications <strong>and</strong> transportation capabilities,<br />

but not complete deterrents. . . . Today, if it is important enough, we<br />

make allowances for <strong>and</strong> tolerate time differences-tomorrow we may<br />

have to do something about [them] . . . because as our business <strong>and</strong><br />

cultural patterns change in this space era, these time differences will<br />

become intolerable.<br />

C< . . . the space age has already contributed the concept of ‘one worldone<br />

time.’ By creating a common time <strong>and</strong> acceptance of a day not geared<br />

to the rising <strong>and</strong> setting of the Sun, we may be able to extend this to<br />

an acceptance of ‘one day’ consisting of 24 hours . . . during which we<br />

will make optimum use of our roads, our schools, our factories, our<br />

communications <strong>and</strong> transportation facilities . . . [with] 3-shift use . . .<br />

[so that] current facilities could h<strong>and</strong>le three times as many people.”<br />

* “Although junior colleges constitute a major segment of higher education<br />

in terms of number of institutions (about one-third), their resources<br />

for science, in terms of expenditures <strong>and</strong> manpower, are meager,”<br />

NSF reported to House Committee on Science <strong>and</strong> <strong>Astronautics</strong>’ Science,<br />

Research, <strong>and</strong> Development Subcommittee. NSF report, The Junior Cdlege<br />

<strong>and</strong> Education in the Sciences, stated that junior college “share 6f<br />

expenditures for separately budgeted research <strong>and</strong> development, in 1963a,<br />

was one-tenth of 1 percent of the total for all colleges <strong>and</strong> universities;<br />

for science ‘plant,’ 3.7 percent; <strong>and</strong> for instruction <strong>and</strong> departmental<br />

research, 4.8 percent.” (Text)<br />

June 9: USAF launched an experimental reentry vehicle !by Atlas-F booster<br />

from V<strong>and</strong>enberg AFB as part of Advanced Ballistic Re-Entry Systems<br />

* Ground-based optical astronomy had been throttled by lack of large telescopes,<br />

especially in southern latitudes, said Director Horace W. Babcock<br />

of Mt. Wilson <strong>and</strong> Palomar Observatories, who explained that<br />

optical astronomy occupies a central position <strong>and</strong> will continue to do<br />

so.” He deplored the fact that, in recent years, vital support had been<br />

“woefully small” for construction of ground-based telescopes of large<br />

size (up to 200411 class). He cited 1964 NASA-sponsored study by Panel<br />

on Astronomical Facilities (chaired by Lick Observatory’s Albert E.<br />

Whitford) which had recommended $1-million study for construction<br />

of “the largest feasible optical reflector,” <strong>and</strong> construction of three 150-<br />

to 200-in telescopes, four 60- to Win telescopes, <strong>and</strong> eight 36- to @-in<br />

Rep. J. Edward Roush (D-Ind.) introduced to the House H.R. 10674, a<br />

bill to rename the Indiana Dunes National Lakeshore in honor of Astro-<br />

naut Virgil I. Griwm who died in Jan. 27 Apollo accident. (NASA LAR<br />

* US., France, <strong>and</strong> U.K. had had excellent displays at Paris International<br />

Air <strong>and</strong> Space Show [see May 23-31], but visitors had seemed most<br />
