4. 7. Risk of Upset
Although there are facilities that use potentially hazardous materials or that have
experienced leaking USTs in the vicinity of the project site, the likelihood of any of these
facilities having an impact on the project site is low, due to either the extent of the problem.
location, distance, or the direction of groundwater flow, as indicated in an assessment prepared
for the project site. 54 Section 4.3., Water (Hydrology), includes a description of the EPA
Superfund project as it relates to the project site.
The risk of upset level of the proposed project would be comparable to that of any other
Restricted Industrial development in the Redevelopment Area that either would not use or would
use limited amounts of hazardous materials. Fire prevention standards and procedures for the
hydrology, storage and disposal of hazardous material for the proposed project would follow
those prescribed in the Uniform Building Code, and other applicable regulations. Therefore,
similar to the Redevelopment Plan, the project does not represent an unusual or unique risk of
explosion or release of hazardous substances, and does not change the conclusions of the
Program EIR. The project would have a less than significant impact with the implementation
of the mitigation measures listed below.
MITIGATION l\1EASURES
Although the hazardous material assessment found no significant level of contamination
on-site, to address the possibility that some undetected localized areas of contamination could
still exist, the following mitigation measures are recommended: 55
1. If suspect soils (discolored, odorous, or stained) are encountered during
excavation, sampling and testing of the excavation face or a stockpile for
profiling and from the base of the excavation area, should beperfonned.
2. If impacted soils are encountered and conI1.I1l1.ed by testing, special handling and
disposal to a sanitary dump site or hazardous materials dump site will be
required.
