unloading. These measures will be implemented by the developer with
design review by the City;
• Transit use incentives by employers to encourage public transit use by
employees;
• Encouragement of carpooling and vanpooling.
• Alteration of normal daily truck delivery routes to avoid congestion at peak
hours;
• Consideration of developing staggered work hours; and
• Consideration for providing convenient bus shelters and bus turnouts along
the major arterials to encourage ridership and improve traffic flow.
3. Low-pressure sodium lighting using full cut-off luminaries shall be used
whenever suitable for outdoor security and general illumination lighting when
such lighting is replaced or newly installed in projects under the Agency's
jurisdiction. High-pressure sodium lighting, mercury vapor or tungsten
incandescent lighting shall not be permitted without specific overriding
justification. This requirement shall apply principally to architectural, space, and
security lighting, and shall not apply to animation industry or process specific
activities.
4. The Developer/Participant shall monitor the SCAQMD's rule making procedure
to ensure that adequate standards are established for toxic emissions, and that
abatement of toxic emissions within the project area proceeds in accordance with
these standards.
1. All construction equipment shall be properly maintained and serviced to minimize
exhaust' emissions and conform to state and federal regulations for emissions
control.
2. Grading activities shall be restricted to prevent wind entrailUllent of fugitive dust,
when wind speeds (as instantaneous gusts) exceed 25 miles per hour.
3. The SCAQMD Rule 403 shall be complied with to reduce fugitive dust impacts.
4. Construction activities shall be halted during Stage Two smog alerts and in the
event of local Stage Two smog forecasts.
5. During grading activities, topsoil mounds shall be stabilized to prevent wind
erosion and release of dust and particulates. This may be accomplished through
regular watering, hydroseeding, netting, chemical applications, or other
