Drainage. The Program EIR defmes a significant drainage impact as follows: 15
"Drainage impacts are considered significant if runoff exceeds the design capacity
of the drainage works and flows cannot be accommodated by planned drainage
facilities. "
The Redevelopment Plan Area lies within the drainage basin for the Los Angeles River.
Redevelopment Plan drainage impacts, due to increased runoff and/or sediment load during
grading and construction activities, are considered adverse but less than significant, and can be
substantially lessened with the implementation of the mitigation measures identified in the
Program EIR.
To mitigate existing drainage deficiencies throughout the entire Redevelopment Area,
implementation of the Redevelopment Plan includes extensive improvements to the storm drain
system. Because the area is already nearly completely developed, development in the area is
not expected to significantly change runoff volumes. With implementation of mitigation
measures, the short-term adverse drainage impacts that would occur during development of the
Redevelopment Area can be substantially reduced. Long term flooding impacts would be
considered less than significant.
Flood Control. The Program ErR defmes the threshold of significance relative to
flooding as follows: 16
"Flooding impacts are considered significant ifdevelopment within the designated
lOO-year flood zone is subject to future flooding."
The Los Angeles County DepaI1ment of Public Works and the U.S. Army Corps of
Engineers are responsible for regional flood control within the County. The City of Glendale
