4.2. AIR
The Redevelopment Area is located within the South Coast Air Basin (SoCAB) which
covers a 6,600 square-mile area including all of Orange County, and the non-desert portions
of Los Angeles, Riverside and San Bernardino Counties. Maintenance and improvement of
ambient air quality in the SoCAB is the responsibility of the South Coast Air Quality
Management District (SCAQMD).
Two types of thresholds are used to measure the Redevelopment Area's impact on the
ambient air quality conditions of both the local area and on the SoeAB as a whole. The fIrst
set of thresholds is that of the ambient air quality standards (AAQS) promulgated by the
California Air Resources Board (CARB) and the United States Environmental Protection Agency
(USEPA). Both the national ambient air quality standards (NAAQS) and the state ambient air
quality standards (SAAQS) are presented in Table 2 on page 27. Table 2 also compares AAQSs
to the ambient air quality data as measured for the East San Fernando Valley Source Receptor
Area.
The second set of thresholds applies to the Redevelopment Area's total regional
emissions of criteria pollutants for both construction and post-construction occupancy. These
thresholds were promulgated by the SCAQMD in their April, 1993 CEQA Air Quality
Handbook and are presented in Table 3 on page 28. Both the AAQSs and the emission
thresholds used in the Program EIR are consistent with the. current thresholds.
Table 4 on page 28 presents the post-eonstruction occupancy emissions for the
Redevelopment Area as estimated in the Program EIR and compares these emissions to the
SCAQMD emission thresholds. The Program EIR (page 3.2-10) states that short-term
(construction) emissions associated with the development plan while significant, can be mitigated
below the level of significance. However, the long-term impacts (post-construction occupancy,
page 3.2-11) are significant and adverse, and camlOt be mitigated below the level of
significance.
