WdEREAS, it was deemed that no mitigation would be
feasible at this intersection, given the ultimate build-out
proposed under the Redevelopment Plan; and
WHEREAS, while this is still the case, and the Addendum
does not identify mitigation measures that would be feasible at
ultimate build-out, the Addendum does identify mitigation
measures at this intersection to mitigate the activities proposed
by the applicant, as further set forth at pages 6-7 of the
activity-specific traffic analysis performed by Kaku Associates
dated May 17, 1996; and
WHEREAS, the applicant proposed to construct a helipad
on the site and to undertake helicopter landing and take off
operations at the site; and
WHEREAS, the Addendum discloses that a Conditional Use
Permit was issued by the City in 1958 (Case No. 991-U) allowing
for four departure locations and one landing location at the
site; and
WHEREAS, helicopter landing and take-off activities
have been available for users of the site for over 38 years and;
and
WHEREAS, the Addendum includes at Appendix B-2 an
acoustical analysis dated May 15 1996, performed by Arup
Acoustics analyzing the noise impacts of the proposed helicopter
take off and landings at the site and determines that the impacts
would not be significant and would not increase the current
overall sound environment (Community Noise Equivalent Level
(24-hours» of the neighborhood residential communities; and
