4.16. ISSUES NOT INCLUDED IN THE FOCUS OF THE PROGRAM EIR
AS ESTABLISHED' IN THE INITIAL STUDY
This Addendum follows the outline for the Program EIR, evaluating and reporting the
DrearnWorks Animation Campus project's impacts in the order in which they appear in that
document. Three additional issues were evaluated in the Initial Study prepared by the Glendale
Redevelopment Agency for the Redevelopment Plan 106 and were determined not to be
potentially significant: Plant and Animal Life, Natural Resources, and Aesthetics. The
following discussion summarizes why each of these issues was considered not to be potentially
significant in evaluation of the Redevelopment Plan and how these issues have been addressed
in this Addendum.
Plant and Animal Life. The Initial Study states that the Redevelopment Area is
presently urbanized, little or no natural vegetation exists, and no unique or rare species of plant
,or animals occur in the area. 107 Riparian vegetation is identified in the Verdugo Wash, an
area not to be affected by the Redevelopment Plan. Further, removal of indigenous plants is
regulated by the City's Tree Preservation Ordinance.
The DrearnWorks project site has been graded, developed and utilized for many years
by the Los Angeles Department of Water and Power. As such, it supports only sparse
vegetation. This fragment of the property has been previously disturbed and is now fenced off
from the remainder of the site. Volunteer vegetation has resulted from disuse but includes no
resources with particular biotic value. No wetlands exist on site, since vegetation on-site
consists primarily ofupland species, including mustard, red brome grass, sunflower, castor bean
and eucalyptus and there is no indication of hydrophytic vegetation, wetlands hydrology, or
hydric soils, or a high water mark indicative of other waters on-site. 108
