MITIGATION l\1EASURES The proposed project may be responsible for complying with the applicable mitigation measures which were proposed in the Program EIR, including the following: 69 1. Lighting, landscaping, parking, and building plans for development within the Project Area shall be reviewed by the Police Department and/or other appropriate City divisions prior to fmal approval and shall be in conformance with all applicable City codes, ordinances, and regulations. 2. FIRE In the absence of City established standards, the Program EIR defmed impacts on flIe protection as the following: "...impacts on frre protection are considered significant if the proposed project will substantially exceed the current level of protection which results in a total response time of three minutes and an ISO ranking of Class 3 for the City of Glendale and current Class 1 for the Glendale Fire Division. ,,70 Level of service is ranked by a scale of five classifications (Classes 1 through 5) by the Insurance Service Organization (ISO) with Class 1 being the highest and best level of service. The ISO has ranked the entire- City at "Class 3" and the Glendale Fire Division at "Class 1." Service in the area is currently considered adequate in tenns of staffmg, response time, and the availability of water flow for [lIe protection purposes. For the majority of the Redevelopment Area, fire protection is provided by the City of Glendale Fire Division. The remainder of the area, the far west end, is served by the Burbank Fire Depamnent under a joint agreement with the City. The Glendale Division is supported by a fire-fighting force consisting of 50 personnel on duty at all times, and total response time to the Redevelopment Area is identified by the Fire Chief as three minutes. Also, there are no known deficiencies in the availability of water flow for fire fighting purposes. Evaluated against the significance threshold, implementation of the Redevelopment Plan could adversely impact fire protection due to increased development overall in the City. Compensating at least in part for adverse impacts is the beneficial impact of replacing blighted, potentially unsafe buildings with newer structures which must be constructed under current, safer fire codes. These mitigating features, along with public improvements associated with the Redevelopment Plan, and the mitigation measures specified in the Program EIR will reduce program impacts to less than significant levels. 71 70 Program EIR, Final EIR Volume, page 3.10-4. 71 Ibid, page 3.10-5.
