Conclusions <strong>and</strong> Recommendations<br />

greatly <strong>in</strong> <strong>the</strong> region, particularly <strong>in</strong><br />

countries such as Cuba <strong>and</strong> <strong>the</strong><br />

Dom<strong>in</strong>ican Republic. F<strong>in</strong>ally, an<br />

enhanced underst<strong>and</strong><strong>in</strong>g of <strong>the</strong> <strong>whitefly</strong><br />

species, biotypes <strong>and</strong> plant <strong>viruses</strong><br />

present <strong>in</strong> <strong>the</strong> region, has helped<br />

underst<strong>and</strong> <strong>the</strong> ecology <strong>and</strong><br />

epidemiology of <strong>the</strong>se crop production<br />

problems <strong>and</strong>, more important, has<br />

contributed to <strong>the</strong> implementation of<br />

susta<strong>in</strong>able <strong>and</strong> efficient IPM methods.<br />

It is imperative to re-orient<br />

agricultural research <strong>in</strong> <strong>the</strong> region by<br />

underst<strong>and</strong><strong>in</strong>g that spend<strong>in</strong>g our<br />

limited resources on purely<br />

environmental or sociological issues,<br />

without a food production component,<br />

only perpetuates misery <strong>and</strong> <strong>in</strong>creases<br />

environmental degradation <strong>and</strong> human<br />

health problems. There is considerable<br />

need to streng<strong>the</strong>n national <strong>and</strong><br />

<strong>in</strong>ternational research <strong>and</strong> extension<br />

services to provide timely <strong>and</strong> effective<br />

technical assistance to small-scale<br />

farmers. We must help resource-poor<br />

farmers to diversify <strong>the</strong>ir cropp<strong>in</strong>g<br />

systems with more profitable crops <strong>in</strong><br />

order to maximize <strong>the</strong> <strong>in</strong>come derived<br />

from <strong>the</strong>ir limited l<strong>and</strong> resources.<br />

Traditional crops are <strong>the</strong> basis of food<br />

security but <strong>the</strong>y are merely<br />

subsistence crops. High-value crops,<br />

particularly vegetable <strong>and</strong> fruit crops,<br />

can help small-scale farmers improve<br />

<strong>the</strong>ir livelihoods but this can only be<br />

achieved with proper <strong>and</strong> timely<br />

technical assistance provided by multidiscipl<strong>in</strong>ary<br />

groups of agricultural<br />

specialists. F<strong>in</strong>ally, <strong>the</strong>re is a vacuum<br />

<strong>in</strong> <strong>the</strong> area of agricultural economics<br />

<strong>and</strong> market<strong>in</strong>g for small-scale farmers.<br />

Unless <strong>the</strong>se farmers are <strong>in</strong>corporated<br />

<strong>in</strong>to <strong>the</strong> market cha<strong>in</strong>s, <strong>the</strong>y will be at<br />

<strong>the</strong> mercy of <strong>the</strong> vagaries of <strong>the</strong> open<br />

markets <strong>and</strong> <strong>in</strong>termediaries who profit<br />

from <strong>the</strong> misery <strong>and</strong> lack of market<br />

knowledge of <strong>the</strong> resource-poor farmer.<br />

The TWF-IPM Project expects to<br />

address <strong>the</strong>se issues <strong>and</strong> scale up <strong>the</strong><br />

dissem<strong>in</strong>ation of <strong>the</strong> IPM measures<br />

validated to date <strong>in</strong> Central America,<br />

Mexico <strong>and</strong> <strong>the</strong> Caribbean region.<br />
