local varieties. Assessments of <strong>the</strong><br />

benefits of disease-resistant<br />

sweetpotato varieties were more mixed,<br />

with some farmers report<strong>in</strong>g no<br />

difference <strong>in</strong> performance between<br />

resistant <strong>and</strong> local varieties. About<br />

20% of both cassava <strong>and</strong> sweetpotato<br />

farmers attributed differences <strong>in</strong> <strong>the</strong><br />

disease response of <strong>the</strong> different<br />

varieties to some k<strong>in</strong>d of resistance to<br />

<strong>in</strong>fection, <strong>in</strong>herent <strong>in</strong> <strong>the</strong> variety. On<br />

<strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, 28% of cassava<br />

producers <strong>and</strong> 18% of sweetpotato<br />

producers had no idea why such<br />

differences should occur. Very few<br />

farmers reported us<strong>in</strong>g chemical<br />

pesticides to control ei<strong>the</strong>r CMD or<br />

SPVD. Of <strong>the</strong>se farmers, almost all<br />

used dimethoate, an organophosphate<br />

<strong>in</strong>secticide, so <strong>the</strong>ir <strong>in</strong>tention was<br />

presumably to control <strong>the</strong> <strong>whitefly</strong><br />

vector. Most of <strong>the</strong>se farmers used<br />

pesticides on <strong>the</strong> recommendation of<br />

neighbours or relatives, sprayed when<br />

symptoms were seen, <strong>and</strong> did so on<br />

one to three occasions dur<strong>in</strong>g <strong>the</strong><br />

production cycle. However, many<br />

reported that <strong>the</strong> approach was<br />

<strong>in</strong>effective.<br />

<strong>Whitefly</strong>-related crop<br />

production costs <strong>in</strong> affected<br />

areas<br />

S<strong>in</strong>ce farm<strong>in</strong>g families produce most<br />

cassava <strong>and</strong> sweetpotato for home<br />

consumption ra<strong>the</strong>r than sale, it was<br />

difficult to assess <strong>the</strong> value of lost<br />

production attributable to CMD <strong>and</strong><br />

SPVD <strong>and</strong> costs <strong>in</strong>curred <strong>in</strong> try<strong>in</strong>g to<br />

manage <strong>the</strong>se diseases. As mentioned<br />

above, <strong>the</strong> most widely practiced<br />

management tactics were selection of<br />

disease-free plant<strong>in</strong>g material <strong>and</strong><br />

rogu<strong>in</strong>g, both of which <strong>in</strong>volve<br />

<strong>in</strong>vestment of additional labour.<br />

Because labour is usually provided by<br />

members of farm<strong>in</strong>g households, ra<strong>the</strong>r<br />

than hired, this represents a timerelated<br />

opportunity cost ra<strong>the</strong>r than a<br />

direct f<strong>in</strong>ancial one. More focused<br />

follow-up studies are required to<br />

provide an underst<strong>and</strong><strong>in</strong>g of <strong>the</strong><br />

economic costs <strong>and</strong> benefits of<br />

manag<strong>in</strong>g <strong>the</strong>se diseases.<br />

Conclusions<br />

The results of <strong>the</strong> survey <strong>in</strong>dicate that<br />

farmers’ approaches to manag<strong>in</strong>g <strong>the</strong><br />

<strong>whitefly</strong>-<strong>borne</strong> virus diseases, CMD <strong>and</strong><br />

SPVD, are generally ad hoc <strong>and</strong> based<br />

on only a partial underst<strong>and</strong><strong>in</strong>g of <strong>the</strong><br />

problem. S<strong>in</strong>ce researchers already<br />

have a considerable body of knowledge<br />

relat<strong>in</strong>g to <strong>the</strong>se problems that is not<br />

be<strong>in</strong>g applied at farm level, this<br />

suggests that <strong>in</strong>formation flow between<br />

farmers <strong>and</strong> researchers is weak.<br />

However, <strong>the</strong> absence of a clearly<br />

def<strong>in</strong>ed <strong>and</strong> well-articulated IPM<br />

approach to manag<strong>in</strong>g CMD <strong>and</strong> SPVD<br />

could be a contributory factor.<br />

Researchers believe that such an<br />

approach would comb<strong>in</strong>e <strong>the</strong> use of<br />

both local <strong>and</strong> improved resistant<br />

varieties with <strong>the</strong> selection of clean<br />

plant<strong>in</strong>g material <strong>and</strong> subsequent<br />

rogu<strong>in</strong>g of diseased plants—plant<br />

health methods that are already widely<br />

practiced.<br />

The development <strong>and</strong><br />

enhancement of channels of<br />

<strong>in</strong>formation flow from research to farm<br />

level is clearly critical to <strong>the</strong> successful<br />

adoption of IPM of whiteflies <strong>and</strong><br />

<strong>whitefly</strong>-transmitted <strong>viruses</strong>. A number<br />

of <strong>in</strong>itiatives have recently been<br />

implemented <strong>in</strong> Ug<strong>and</strong>a to streng<strong>the</strong>n<br />

both <strong>the</strong> extension system <strong>and</strong> l<strong>in</strong>kages<br />

between research <strong>and</strong> extension <strong>and</strong> to<br />

foster a participatory approach to<br />

work<strong>in</strong>g with farmers to develop<br />

appropriate <strong>and</strong> susta<strong>in</strong>able IPM<br />

strategies. It is hoped that <strong>the</strong>se will<br />

improve <strong>the</strong> efficiency of <strong>the</strong> two-way<br />

flow of <strong>in</strong>formation between researchers<br />

<strong>and</strong> farmers <strong>in</strong> <strong>the</strong> years ahead,<br />

facilitat<strong>in</strong>g <strong>the</strong> more widespread<br />

adoption of IPM strategies as <strong>the</strong>y<br />

become available.<br />
