and subsequent coerced sexual exploitation. The<br />

Fijian government should consider <strong>in</strong>creas<strong>in</strong>g its<br />

and the Fijian public’s understand<strong>in</strong>g of traffick<strong>in</strong>g<br />

through focused public awareness and demand<br />

reduction campaigns together with civil society. The<br />

government should <strong>in</strong>crease ef<strong>for</strong>ts to educate law<br />

en<strong>for</strong>cement and immigration officials about traffick<strong>in</strong>g<br />

to <strong>in</strong>crease <strong>in</strong>vestigations aga<strong>in</strong>st traffickers,<br />

sex tourists, and exploitative employers.<br />

Prosecution<br />

The Government of Fiji demonstrated some ef<strong>for</strong>ts<br />

to combat traffick<strong>in</strong>g <strong>in</strong> persons; however, a lack of<br />

tra<strong>in</strong><strong>in</strong>g and resources limited law en<strong>for</strong>cement efficacy.<br />

Fiji prohibits sex and labor traffick<strong>in</strong>g through<br />

its Immigration Act of 2003, which prescribes<br />

punishments that are sufficiently str<strong>in</strong>gent and<br />

commensurate with those prescribed <strong>for</strong> rape.<br />

However, there were no prosecutions or convictions<br />

dur<strong>in</strong>g the report<strong>in</strong>g period. The current <strong>in</strong>terim<br />

government began a crackdown on prostitution as<br />

part of a “clean-up” campaign and deta<strong>in</strong>ed several<br />

m<strong>in</strong>ors and women <strong>in</strong> prostitution. Law en<strong>for</strong>cement<br />

officials did not recognize m<strong>in</strong>ors used <strong>in</strong><br />

prostitution as victims, nor was there evidence<br />

that officials <strong>in</strong>creased <strong>in</strong>vestigations or arrests of<br />

brothel owners or facilitators or clients of child<br />

prostitution. Immigration officials <strong>in</strong>tervened <strong>in</strong><br />

several cases of P.R.C. citizens who were lured to Fiji<br />

with job offers and then <strong>for</strong>ced <strong>in</strong>to sexual exploitation,<br />

but officials did not arrest the traffickers and<br />

the women were deported. Immigration authorities<br />

are beg<strong>in</strong>n<strong>in</strong>g to monitor migration patterns <strong>for</strong><br />

evidence of traffick<strong>in</strong>g. There were no reports of<br />

public officials’ complicity <strong>in</strong> traffick<strong>in</strong>g, and there<br />

were no reported arrests or convictions of complicit<br />

officials.<br />

Protection<br />

The Government of Fiji demonstrated<br />

limited ef<strong>for</strong>ts to protect or assist victims<br />

of traffick<strong>in</strong>g. Due to severe resource<br />

constra<strong>in</strong>ts, the government relies on<br />

services provided by <strong>in</strong>ternational<br />

organizations or NGOs. The government<br />

showed no sign of hav<strong>in</strong>g a policy<br />

or procedures <strong>for</strong> the identification of<br />

victims of traffick<strong>in</strong>g and their referral to protection<br />

services. The Government of Fiji did not actively<br />

encourage victim participation <strong>in</strong> the <strong>in</strong>vestigation<br />

of traffickers, sex tourists, or exploitative employers<br />

dur<strong>in</strong>g the year. There is no legal alternative to<br />

removal <strong>for</strong> victims that may face hardship or retribution<br />

<strong>in</strong> a source country. The <strong>in</strong>terim government<br />

quickly deported P.R.C. women <strong>in</strong> prostitution<br />

without attempt<strong>in</strong>g to identify them as victims of<br />

traffick<strong>in</strong>g. Foreigners who may have been trafficked<br />

are deta<strong>in</strong>ed and deported <strong>for</strong> unlawful acts such as<br />

prostitution or immigration violations. As part of<br />

a “clean up” campaign, the current <strong>in</strong>terim government<br />

arrested women and children <strong>in</strong> prostitution.<br />

There is no government referral program <strong>for</strong> victims<br />

or tra<strong>in</strong><strong>in</strong>g <strong>for</strong> law en<strong>for</strong>cement or immigration<br />

officials to recognize traffick<strong>in</strong>g or how to treat<br />

victims.<br />

Prevention<br />

The Government of Fiji demonstrated few ef<strong>for</strong>ts to<br />

raise awareness and prevent traffick<strong>in</strong>g <strong>in</strong> persons<br />

<strong>in</strong> 2006. Prior to the late 2006 coup, the M<strong>in</strong>istry<br />

of Tourism conducted a child protection workshop<br />

<strong>for</strong> hotel workers that <strong>in</strong>cluded <strong>in</strong><strong>for</strong>mation about<br />

underage prostitution. A <strong>for</strong>mal committee, chaired<br />

by the M<strong>in</strong>istry of Justice and <strong>in</strong>clud<strong>in</strong>g representatives<br />

from the police, the Reserve Bank, security<br />

agencies, customs, and immigration, has among its<br />

responsibilities the coord<strong>in</strong>ation of anti-traffick<strong>in</strong>g<br />

ef<strong>for</strong>ts. However, the committee has not met s<strong>in</strong>ce<br />

the coup. Fiji has not ratified the 2000 UN TIP<br />

Protocol.<br />

FINLAND (Tier 1)<br />

F<strong>in</strong>land is a transit and dest<strong>in</strong>ation country <strong>for</strong><br />

women and girls trafficked from Russia <strong>for</strong> the<br />

purpose of sexual exploitation. <strong>Women</strong> from Ch<strong>in</strong>a,<br />

Estonia, Ukra<strong>in</strong>e, Belarus, Moldova, Azerbaijan,<br />

and Thailand are also trafficked to and through<br />

F<strong>in</strong>land to Nordic and Western European countries<br />

<strong>for</strong> purposes of sexual exploitation. F<strong>in</strong>land is a<br />

dest<strong>in</strong>ation country <strong>for</strong> men and women trafficked<br />

from the People’s Republic of Ch<strong>in</strong>a, Vietnam,<br />

and India <strong>for</strong> purposes of <strong>for</strong>ced labor; victims are<br />

exploited <strong>in</strong> the construction <strong>in</strong>dustry, restaurants,<br />

and as domestic servants. In 2006, South Asian men<br />

were trafficked through F<strong>in</strong>land to Western Europe<br />

<strong>for</strong> purposes of <strong>for</strong>ced labor.<br />

The Government of F<strong>in</strong>land fully complies with the<br />

m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of traffick<strong>in</strong>g.<br />
