The Government of Sur<strong>in</strong>ame does not fully<br />
comply with the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation<br />
of traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g significant<br />
ef<strong>for</strong>ts to do so. The government <strong>in</strong>vestigated<br />
and prosecuted some suspected traffickers, and<br />
worked on improv<strong>in</strong>g victim assistance. The government<br />
should <strong>in</strong>tensify its ef<strong>for</strong>ts to identify, convict,<br />
and punish traffickers, <strong>in</strong>clud<strong>in</strong>g any public officials<br />
connected to such activity. It also should consider<br />
legislative revisions to better protect <strong>for</strong>eign traffick<strong>in</strong>g<br />
victims, and provide greater victim services.<br />
Prosecution<br />
The Sur<strong>in</strong>amese government demonstrated solid<br />
anti-traffick<strong>in</strong>g law en<strong>for</strong>cement ef<strong>for</strong>ts over the<br />
last year. The Parliament of Sur<strong>in</strong>ame amended the<br />
country’s Crim<strong>in</strong>al Code <strong>in</strong> April 2006 to prohibit all<br />
<strong>for</strong>ms of human traffick<strong>in</strong>g, prescrib<strong>in</strong>g punishment<br />
of up to 20 years <strong>in</strong> prison. These punishments are<br />
sufficiently str<strong>in</strong>gent and commensurate with those<br />
prescribed <strong>for</strong> other grave crimes. An <strong>in</strong>teragency traffick<strong>in</strong>g-<strong>in</strong>-persons<br />
work<strong>in</strong>g group leads government<br />
ef<strong>for</strong>ts to <strong>in</strong>vestigate and prosecute traffickers. The<br />
government convicted two brothel owners of traffick<strong>in</strong>g<br />
women <strong>for</strong> commercial sexual exploitation,<br />
sentenc<strong>in</strong>g one to six months and another to 18<br />
months <strong>in</strong> prison. Police arrested another <strong>in</strong>dividual<br />
<strong>for</strong> traffick<strong>in</strong>g <strong>for</strong> commercial sexual exploitation;<br />
his trial is underway. An anti-traffick<strong>in</strong>g police unit<br />
randomly checked brothels <strong>for</strong> mistreatment, and to<br />
ensure that women <strong>in</strong> these establishments were not<br />
subjected to conditions of <strong>in</strong>voluntary servitude. The<br />
country also <strong>in</strong>itiated discussions with governments<br />
<strong>in</strong> neighbor<strong>in</strong>g Guyana, French Guyana, and Brazil<br />
on modalities <strong>for</strong> repatriat<strong>in</strong>g traffick<strong>in</strong>g victims.<br />
There were reports that Sur<strong>in</strong>amese immigration and<br />
customs officials facilitated some traffick<strong>in</strong>g <strong>in</strong>to the<br />
country; authorities <strong>in</strong>dicate that they are <strong>in</strong>vestigat<strong>in</strong>g<br />
these allegations.<br />
Protection<br />
The government susta<strong>in</strong>ed modest but<br />
<strong>in</strong>adequate ef<strong>for</strong>ts to protect victims of<br />
traffick<strong>in</strong>g. Due to a lack of resources,<br />
the government works closely with civil<br />
society to shelter and assist victims.<br />
Sur<strong>in</strong>amese authorities encourage victims<br />
to assist <strong>in</strong> the <strong>in</strong>vestigation and prosecution<br />
of their traffickers. There were some<br />
reports of <strong>for</strong>eign victims be<strong>in</strong>g deta<strong>in</strong>ed<br />
or deported by Sur<strong>in</strong>amese authorities <strong>for</strong><br />
immigration violations. Sur<strong>in</strong>ame does<br />
not provide legal alternatives to the removal<br />
of <strong>for</strong>eign victims to countries where they face<br />
hardship or retribution. However, the government’s<br />
traffick<strong>in</strong>g-<strong>in</strong>-persons work<strong>in</strong>g group is draft<strong>in</strong>g<br />
legislation to provide traffick<strong>in</strong>g victims with<br />
temporary residency status. It is also work<strong>in</strong>g with<br />
civil society on solutions <strong>for</strong> provid<strong>in</strong>g better victim<br />
assistance.<br />
Prevention<br />
High-level officials cont<strong>in</strong>ued to condemn and<br />
draw attention to the problem of human traffick<strong>in</strong>g<br />
<strong>in</strong> Sur<strong>in</strong>ame dur<strong>in</strong>g the report<strong>in</strong>g period. The<br />
government’s traffick<strong>in</strong>g-<strong>in</strong>-persons work<strong>in</strong>g group<br />
<strong>in</strong>itiated press events and education campaigns<br />
throughout 2006. Anti-traffick<strong>in</strong>g posters and<br />
brochures were distributed. In early <strong>2007</strong>, the<br />
work<strong>in</strong>g group launched a new awareness-rais<strong>in</strong>g<br />
campaign, and hosted <strong>in</strong><strong>for</strong>mational meet<strong>in</strong>gs <strong>in</strong><br />
the nation’s border area with Guyana, where many<br />
victims are trafficked <strong>in</strong>to the country. Sur<strong>in</strong>ame has<br />
not ratified the 2000 UN TIP Protocol.<br />
SWEDEN (Tier 1)<br />
Sweden is a dest<strong>in</strong>ation and transit country <strong>for</strong><br />
women from Nigeria, Estonia, Russia, Poland,<br />
Romania, Hungary, Serbia, Montenegro,<br />
Macedonia, Venezuela, and Thailand trafficked to<br />
Sweden or through Sweden to Norway, Denmark,<br />
Germany, Spa<strong>in</strong>, and the United K<strong>in</strong>gdom <strong>for</strong> the<br />
purpose of commercial sexual exploitation. Sweden<br />
is a transit country <strong>for</strong> children trafficked from<br />
Ch<strong>in</strong>a to countries <strong>in</strong> Western Europe. In 2006,<br />
police noted a new trend of children from Romania<br />
and Poland trafficked to Sweden <strong>for</strong> purposes of<br />
<strong>for</strong>ced begg<strong>in</strong>g and petty theft.<br />
The Government of Sweden fully complies with the<br />
m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of traffick<strong>in</strong>g<br />
<strong>in</strong> persons. The government cont<strong>in</strong>ued to fund<br />
both awareness and victim assistance programs<br />
<strong>in</strong> source countries, spend<strong>in</strong>g approximately $2<br />
million <strong>in</strong> 2006 <strong>in</strong> southeastern Europe. The<br />
government should cont<strong>in</strong>ue its strong fund<strong>in</strong>g of<br />
law en<strong>for</strong>cement activities. Sweden should consider<br />
more tra<strong>in</strong><strong>in</strong>g <strong>for</strong> judges and prosecutors on the<br />
application of the Anti-<strong>Traffick<strong>in</strong>g</strong> Law to ensure a<br />
greater number of traffickers cont<strong>in</strong>ue to be brought<br />
to justice.<br />
Prosecution<br />
Sweden demonstrated cont<strong>in</strong>ued progress <strong>in</strong> its<br />
law en<strong>for</strong>cement ef<strong>for</strong>ts over the last year. Sweden’s<br />
2002 anti-traffick<strong>in</strong>g law prohibits traffick<strong>in</strong>g<br />
<strong>for</strong> both sexual exploitation and <strong>for</strong>ced labor,<br />
although prosecutors cont<strong>in</strong>ue to rely on a prostitution<br />
procurement law to prosecute and convict a<br />
