Protection<br />

The government cont<strong>in</strong>ued to improve its victim<br />

protection ef<strong>for</strong>ts dur<strong>in</strong>g the report<strong>in</strong>g period. In<br />

2006, cantonal immigration authorities offered 39<br />

traffick<strong>in</strong>g victims 30-day stays of deportation, up<br />

from 30 victims <strong>in</strong> 2005. The government cont<strong>in</strong>ued<br />

to encourage victims to participate <strong>in</strong> traffick<strong>in</strong>g<br />

<strong>in</strong>vestigations and prosecutions. Three victims<br />

were offered short-term residency permits to stay <strong>in</strong><br />

Switzerland <strong>for</strong> the duration of the legal proceed<strong>in</strong>gs<br />

aga<strong>in</strong>st their traffickers, down from 18 <strong>in</strong> 2005.<br />

Three victims were granted long-term residency<br />

permits on the grounds of personal hardship, down<br />

from eight <strong>in</strong> 2005. The government provided fund<strong>in</strong>g<br />

to NGOs <strong>for</strong> traffick<strong>in</strong>g assistance services and<br />

shelter; local victim assistance centers counseled<br />

126 victims dur<strong>in</strong>g the report<strong>in</strong>g period, up from<br />

84 the previous year. In 2006, three cantons signed<br />

written agreements with NGOs that <strong>for</strong>malized<br />

victim referral processes. Federal authorities successfully<br />

raised awareness among cantonal immigration<br />

authorities <strong>in</strong> order to reduce the possibility of<br />

traffick<strong>in</strong>g victim deportations. NGOs report that<br />

regulations stay<strong>in</strong>g deportations and improved<br />

coord<strong>in</strong>ation with law en<strong>for</strong>cement officials have<br />

led to a considerable <strong>in</strong>crease <strong>in</strong> the number of<br />

victims participat<strong>in</strong>g <strong>in</strong> traffick<strong>in</strong>g <strong>in</strong>vestigations<br />

and prosecutions. The government ensured that<br />

victims were not penalized <strong>for</strong> unlawful<br />

acts committed as a direct result of their<br />

be<strong>in</strong>g trafficked.<br />

Prevention<br />

Switzerland cont<strong>in</strong>ued its prevention<br />

ef<strong>for</strong>ts dur<strong>in</strong>g the report<strong>in</strong>g period. The<br />

government aga<strong>in</strong> provided more than $1<br />

million <strong>for</strong> victim assistance and traffick<strong>in</strong>g<br />

prevention programs <strong>in</strong> multiple<br />

source countries, <strong>in</strong>clud<strong>in</strong>g Moldova,<br />

Montenegro, Russia, Lebanon, and Iran. The<br />

government provided approximately $225,000 to<br />

support a traffick<strong>in</strong>g hotl<strong>in</strong>e <strong>in</strong> Russia. In January<br />

<strong>2007</strong>, the government appropriated fund<strong>in</strong>g <strong>for</strong><br />

the launch of traffick<strong>in</strong>g awareness prevention<br />

campaigns <strong>in</strong> preparation <strong>for</strong> the 2008 European<br />

Soccer Cup.<br />

SYRIA (Tier 3)<br />

Syria is a dest<strong>in</strong>ation country <strong>for</strong> women from<br />

South and Southeast Asia and Africa trafficked<br />

<strong>for</strong> the purpose of domestic servitude, and from<br />

Eastern Europe and Iraq <strong>for</strong> the purpose of<br />

commercial sexual exploitation. <strong>Women</strong> from<br />

Indonesia, Sri Lanka, the Philipp<strong>in</strong>es, Ethiopia,<br />

and Sierra Leone are recruited <strong>for</strong> work <strong>in</strong> Syria<br />

as domestic servants, but some face conditions<br />

of <strong>in</strong>voluntary servitude, <strong>in</strong>clud<strong>in</strong>g long hours,<br />

non-payment of wages, withhold<strong>in</strong>g of passports<br />

and other restrictions on movement, and physical<br />

or sexual abuse. Similarly, Russian, Ukra<strong>in</strong>ian<br />

and Belarusian women recruited <strong>for</strong> work <strong>in</strong> Syria<br />

as cabaret dancers are not permitted to leave their<br />

work premises without permission, and they have<br />

their passports withheld — <strong>in</strong>dicators of <strong>in</strong>voluntary<br />

servitude; some of these women may also be<br />

<strong>for</strong>ced <strong>in</strong>to prostitution. <strong>Women</strong> and children <strong>in</strong><br />

the Iraqi refugee community <strong>in</strong> Syria are reportedly<br />

<strong>for</strong>ced <strong>in</strong>to commercial sexual exploitation. One<br />

anecdotal report suggested that Syria may also be a<br />

transit country <strong>for</strong> Iraqi women and girls trafficked<br />

to Kuwait, the U.A.E., and Lebanon <strong>for</strong> <strong>for</strong>ced<br />

prostitution.<br />

The Government of Syria does not fully comply with<br />

the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of traffick<strong>in</strong>g,<br />

and is not mak<strong>in</strong>g significant ef<strong>for</strong>ts to do so.<br />

Although the government began draft<strong>in</strong>g a comprehensive<br />

anti-traffick<strong>in</strong>g law, Syria reported no law<br />

en<strong>for</strong>cement ef<strong>for</strong>ts to punish traffick<strong>in</strong>g offenses<br />

this year. In addition, the government did not offer<br />

protection services to victims of traffick<strong>in</strong>g, and<br />

may have arrested, prosecuted, or deported some<br />

victims <strong>for</strong> prostitution or immigration violations.<br />

Syria should prosecute and punish more traffickers;<br />

improve protection <strong>for</strong> victims by provid<strong>in</strong>g shelter,<br />

medical, and psychological services; and cease the<br />

detention and deportation of victims.<br />

Prosecution<br />

Syria made negligible progress <strong>in</strong> punish<strong>in</strong>g traffick<strong>in</strong>g<br />

crimes this year. Syria does not specifically<br />

prohibit any <strong>for</strong>m of traffick<strong>in</strong>g <strong>in</strong> persons, but can<br />

use statutes aga<strong>in</strong>st kidnapp<strong>in</strong>g and sexual assault to<br />

prosecute some traffick<strong>in</strong>g cases. In November, the<br />

government issued Decree 81 that regulates recruitment<br />

agencies br<strong>in</strong>g<strong>in</strong>g domestic workers <strong>in</strong>to the<br />

country. Though this decree sets guidel<strong>in</strong>es <strong>for</strong> conditions<br />

of domestic workers and requires agencies to<br />

have a license to operate, penalties <strong>for</strong> violation,<br />

<strong>in</strong>clud<strong>in</strong>g imprisonment <strong>for</strong> an unspecified length<br />

of time or f<strong>in</strong>es of only $2 or both, are not sufficiently<br />

str<strong>in</strong>gent to deter the offense of <strong>for</strong>ced labor.<br />

Furthermore, Syria did not report any <strong>in</strong>vestigations,<br />

arrests, prosecutions, or convictions of traffick<strong>in</strong>g<br />

offenses this year. There was an anecdotal report<br />

that the government uncovered one case of corruption<br />

with<strong>in</strong> the M<strong>in</strong>istry of Interior’s Immigration<br />

Department and that this resulted <strong>in</strong> the fir<strong>in</strong>g of<br />

some high-level immigration officials. If true, it is not<br />

known whether this led to prosecutions <strong>for</strong> complic-
