ment officials. Dur<strong>in</strong>g the year, the government<br />
provided care to 169 adult sex traffick<strong>in</strong>g victims traffick<strong>in</strong>g<br />
<strong>in</strong>to the U.K. Through Operation Pentameter,<br />
police rescued 84 women and children trafficked <strong>for</strong><br />
sexual exploitation. The government created a position<br />
with<strong>in</strong> the UKHTC <strong>for</strong> a victim care coord<strong>in</strong>ator<br />
who will develop best practices <strong>for</strong> first responders<br />
deal<strong>in</strong>g with traffick<strong>in</strong>g victims. NGOs published<br />
reports critical of the government’s lack of systematic<br />
and specialized assistance <strong>for</strong> child traffick<strong>in</strong>g<br />
victims. The government places child victims <strong>in</strong> the<br />
care of general social services, such as foster care.<br />
The U.K. government did not provide systematic and<br />
specialized victim care <strong>for</strong> adult victims of labor traffick<strong>in</strong>g.<br />
The U.K. provides <strong>for</strong>eign victims with some<br />
legal alternatives to their removal to countries where<br />
they face hardship or retribution. By fil<strong>in</strong>g asylum,<br />
humanitarian protection or extraord<strong>in</strong>ary relief<br />
claims on a case-by-case basis, such victims may<br />
obta<strong>in</strong> residency. Victims are not <strong>in</strong>appropriately<br />
<strong>in</strong>carcerated, f<strong>in</strong>ed, or penalized <strong>for</strong> unlawful acts as<br />
a direct result of be<strong>in</strong>g trafficked.<br />
Prevention<br />
The Government of the United K<strong>in</strong>gdom cont<strong>in</strong>ued<br />
strong ef<strong>for</strong>ts to educate the public about traffick<strong>in</strong>g<br />
dur<strong>in</strong>g the report<strong>in</strong>g period. As <strong>2007</strong> marks the<br />
200th anniversary of the abolition of the slave trade<br />
<strong>in</strong> the <strong>for</strong>mer British Empire, the government has<br />
used this anniversary to raise awareness of modern<br />
<strong>for</strong>ms of slavery as well. For example, a U.K. official<br />
gave a speech <strong>in</strong> Romania — a source country <strong>for</strong><br />
victims trafficked to the U.K. — draw<strong>in</strong>g a parallel<br />
between slavery and traffick<strong>in</strong>g. He also made<br />
similar remarks <strong>in</strong> a speech to Parliament <strong>in</strong> April<br />
2006. The government has put up anti-traffick<strong>in</strong>g<br />
posters target<strong>in</strong>g brothel patrons, such as one<br />
captioned “male friend or trafficker?” The government<br />
is <strong>in</strong> the process of f<strong>in</strong>aliz<strong>in</strong>g its draft national<br />
action plan to combat traffick<strong>in</strong>g and has made an<br />
electronic version available <strong>for</strong> public view<strong>in</strong>g.<br />
URUGUAY (Tier 2)<br />
Uruguay is pr<strong>in</strong>cipally a source country <strong>for</strong> women<br />
and children trafficked with<strong>in</strong> the country, particularly<br />
to border and tourist areas, <strong>for</strong> the purpose<br />
of commercial sexual exploitation. <strong>Report</strong>s also<br />
<strong>in</strong>dicated that some poor parents turned their children<br />
over <strong>for</strong> <strong>for</strong>ced domestic or agricultural labor<br />
<strong>in</strong> rural areas.<br />
The Government of Uruguay does not fully comply<br />
with the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of<br />
traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g significant ef<strong>for</strong>ts to<br />
do so. While official reports of traffick<strong>in</strong>g are few, the<br />
government has strengthened programs to educate<br />
and warn potential victims. The government should<br />
consider updat<strong>in</strong>g national laws to crim<strong>in</strong>alize all<br />
<strong>for</strong>ms of traffick<strong>in</strong>g, <strong>in</strong>crease ef<strong>for</strong>ts to tra<strong>in</strong> government<br />
personnel throughout the country to identify<br />
and <strong>in</strong>vestigate potential traffick<strong>in</strong>g situations, and<br />
provide greater assistance to victims.<br />
Prosecution<br />
The Government of Uruguay showed limited progress<br />
<strong>in</strong> its anti-traffick<strong>in</strong>g law en<strong>for</strong>cement ef<strong>for</strong>ts<br />
over the last year. Uruguay prohibits some <strong>for</strong>ms<br />
of traffick<strong>in</strong>g pursuant to a 2004 anti-traffick<strong>in</strong>g<br />
law and a series of older statutes, which provide<br />
a range of penalties from 1 to 12 years <strong>in</strong> prison.<br />
However, Uruguay’s anti-traffick<strong>in</strong>g laws do not<br />
address traffick<strong>in</strong>g of adults; most traffick<strong>in</strong>g-related<br />
crimes fall under commercial sexual exploitation<br />
of children, fraud, or slavery laws. The government<br />
made limited progress <strong>in</strong> <strong>in</strong>vestigat<strong>in</strong>g and prosecut<strong>in</strong>g<br />
traffick<strong>in</strong>g cases dur<strong>in</strong>g the report<strong>in</strong>g period.<br />
Police arrested two <strong>in</strong>dividuals <strong>in</strong> separate cases of<br />
exploit<strong>in</strong>g children <strong>for</strong> pornography, and <strong>in</strong>vestigated<br />
three other cases of traffick<strong>in</strong>g <strong>for</strong> commercial<br />
sexual exploitation. The government cooperates<br />
with neighbor<strong>in</strong>g and European authorities on<br />
<strong>in</strong>ternational traffick<strong>in</strong>g cases. There is no evidence<br />
of official facilitation of human traffick<strong>in</strong>g.<br />
Protection<br />
The Government of Uruguay cont<strong>in</strong>ued to lack the<br />
capacity to assist all possible traffick<strong>in</strong>g victims<br />
dur<strong>in</strong>g the report<strong>in</strong>g year. The government provided<br />
some assistance to NGOs work<strong>in</strong>g <strong>in</strong> the area of<br />
traffick<strong>in</strong>g, but the availability of services rema<strong>in</strong>ed<br />
uneven across the country. The government encourages<br />
but does not <strong>for</strong>ce victims to assist <strong>in</strong> the<br />
<strong>in</strong>vestigation and prosecution of their traffickers.<br />
Victims’ rights are generally respected, and there<br />
were no reports of victims be<strong>in</strong>g jailed, deported, or<br />
otherwise penalized. Uruguayan law provides legal<br />
alternatives to the removal of <strong>for</strong>eign victims to<br />
countries where they face hardship or retribution.<br />
Prevention<br />
Government ef<strong>for</strong>ts to raise public awareness,<br />
particularly among groups most vulnerable to<br />
traffick<strong>in</strong>g, rema<strong>in</strong>ed steady dur<strong>in</strong>g the report<strong>in</strong>g<br />
period. The M<strong>in</strong>istry of Education cont<strong>in</strong>ued to<br />
air hard-hitt<strong>in</strong>g anti-traffick<strong>in</strong>g commercials on<br />
national television, and ma<strong>in</strong>ta<strong>in</strong>ed its program<br />
of <strong>in</strong>clud<strong>in</strong>g anti-traffick<strong>in</strong>g segments <strong>in</strong> its sex<br />
education curriculum. The government relies on<br />
NGOs and other fund<strong>in</strong>g sources <strong>for</strong> additional<br />
anti-traffick<strong>in</strong>g prevention ef<strong>for</strong>ts.<br />
