Protection<br />

The Panamanian government susta<strong>in</strong>ed its ef<strong>for</strong>ts to<br />

assist traffick<strong>in</strong>g victims dur<strong>in</strong>g the report<strong>in</strong>g period.<br />

Most services are concentrated <strong>in</strong> or near Panama<br />

City. The government operates one shelter and funds<br />

an NGO to provide additional shelter and treatment<br />

services to victims. The government also sponsored<br />

tra<strong>in</strong><strong>in</strong>g and workshops to educate key officials<br />

about methods <strong>for</strong> identify<strong>in</strong>g and assist<strong>in</strong>g traffick<strong>in</strong>g<br />

victims. Panamanian authorities encourage<br />

victims to assist <strong>in</strong> the <strong>in</strong>vestigation and prosecution<br />

of their traffickers. Victims’ rights are generally<br />

respected, and there were no reports of victims be<strong>in</strong>g<br />

penalized <strong>for</strong> crimes committed as a direct<br />

result of be<strong>in</strong>g trafficked. Panama provides<br />

legal alternatives to the removal of <strong>for</strong>eign<br />

victims to countries where they may face<br />

hardship or retribution.<br />

Prevention<br />

The government made additional<br />

progress <strong>in</strong> prevention activities dur<strong>in</strong>g<br />

the report<strong>in</strong>g period. CONAPREDES,<br />

the anti-traffick<strong>in</strong>g coord<strong>in</strong>at<strong>in</strong>g agency,<br />

launched the pr<strong>in</strong>t<strong>in</strong>g of an anti-traffick<strong>in</strong>g message<br />

on lottery tickets nationwide. Together with ILO-<br />

IPEC, CONAPREDES also developed anti-traffick<strong>in</strong>g<br />

brochures and guides to victim assistance, which<br />

were distributed to schools across the country.<br />

Other anti-traffick<strong>in</strong>g media campaigns featured<br />

posters, radio, and television ads. <strong>Traffick<strong>in</strong>g</strong> prosecutors<br />

also spoke at schools about the dangers of<br />

human traffick<strong>in</strong>g.<br />

PAPUA NEW GUINEA<br />

(Tier 2 Watch List)<br />

Papua New Gu<strong>in</strong>ea is a dest<strong>in</strong>ation country <strong>for</strong><br />

women and girls trafficked <strong>for</strong> the purpose of<br />

commercial sexual exploitation. Internal traffick<strong>in</strong>g<br />

of women and children <strong>for</strong> sexual exploitation and<br />

domestic servitude occurs. Children are held <strong>in</strong><br />

<strong>in</strong>dentured servitude as domestic workers. <strong>Women</strong><br />

are trafficked from Malaysia, the Philipp<strong>in</strong>es,<br />

Thailand, Indonesia, and the People’s Republic of<br />

Ch<strong>in</strong>a (P.R.C.) <strong>for</strong> sexual exploitation <strong>in</strong> brothels<br />

<strong>in</strong> the capital and at isolated logg<strong>in</strong>g and m<strong>in</strong><strong>in</strong>g<br />

camps. Children are held <strong>in</strong> <strong>in</strong>dentured servitude<br />

either as a means of pay<strong>in</strong>g a family debt or because<br />

the natural parents cannot af<strong>for</strong>d to support the<br />

child. Some children are given to another family of<br />

greater wealth to serve as a housekeeper or nanny<br />

— a practice that can lead to traffick<strong>in</strong>g <strong>in</strong> persons.<br />

There were isolated cases of Thai women transit<strong>in</strong>g<br />

Papua New Gu<strong>in</strong>ea from S<strong>in</strong>gapore on their way to<br />

Japan.<br />

The Government of Papua New Gu<strong>in</strong>ea does not<br />

fully comply with the m<strong>in</strong>imum standards <strong>for</strong> the<br />

elim<strong>in</strong>ation of traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g<br />

significant ef<strong>for</strong>ts to do so. Papua New Gu<strong>in</strong>ea has<br />

been placed on Tier 2 Watch List because of its<br />

significantly <strong>in</strong>creas<strong>in</strong>g problem of traffick<strong>in</strong>g <strong>in</strong><br />

persons. The government should pass and enact<br />

comprehensive anti-traffick<strong>in</strong>g legislation and<br />

collaborate with civil society, religious and tribal<br />

leaders to raise awareness about traffick<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g<br />

the demand aspect. The government should<br />

make ef<strong>for</strong>ts to prosecute and convict complicit<br />

officials and exploitative employers.<br />

Prosecution<br />

The Government of Papua New Gu<strong>in</strong>ea demonstrated<br />

m<strong>in</strong>imal ef<strong>for</strong>ts to combat traffick<strong>in</strong>g <strong>in</strong><br />

persons. Papua New Gu<strong>in</strong>ea does not prohibit all<br />

<strong>for</strong>ms of traffick<strong>in</strong>g <strong>in</strong> persons, though its crim<strong>in</strong>al<br />

code prohibits the traffick<strong>in</strong>g of children <strong>for</strong> sexual<br />

exploitation. <strong>Traffick<strong>in</strong>g</strong> <strong>for</strong> labor exploitation,<br />

however, is not crim<strong>in</strong>alized and law en<strong>for</strong>cement<br />

officials do not actively <strong>in</strong>vestigate suspected<br />

cases due to a lack of officers with<strong>in</strong> any branch<br />

of the government who are capable of deal<strong>in</strong>g<br />

with traffick<strong>in</strong>g crimes. There were no reported<br />

prosecutions or convictions of traffick<strong>in</strong>g offenders<br />

dur<strong>in</strong>g the report<strong>in</strong>g period. Police arrested a cult<br />

leader known as “Black Jesus” <strong>for</strong> kill<strong>in</strong>g and eat<strong>in</strong>g<br />

three young women he recruited as sex slaves.<br />

The police, through the assistance of immigration<br />

officers, stopped six Thai women transit<strong>in</strong>g Papua<br />

New Gu<strong>in</strong>ea from S<strong>in</strong>gapore on their way to Japan<br />

and deported them to Thailand on the next flight.<br />

<strong>Traffick<strong>in</strong>g</strong>-related corruption is a serious problem<br />

and no public officials were <strong>in</strong>vestigated or prosecuted<br />

<strong>for</strong> traffick<strong>in</strong>g-related crimes.<br />

Protection<br />

The Government of Papua New Gu<strong>in</strong>ea demonstrated<br />

limited ef<strong>for</strong>ts to protect or assist victims of<br />

traffick<strong>in</strong>g. Due to severe resource constra<strong>in</strong>ts, the<br />

government relies on services provided by <strong>in</strong>ternational<br />

organizations or NGOs. The government<br />

does not actively <strong>in</strong>vestigate traffick<strong>in</strong>g crimes, and<br />

it does not implement procedures to identify traffick<strong>in</strong>g<br />

victims among vulnerable populations, such<br />

as <strong>for</strong>eigners deta<strong>in</strong>ed <strong>for</strong> prostitution or immigration<br />

violations. No victims presented themselves<br />

to police dur<strong>in</strong>g the year. The government would<br />
