should: <strong>in</strong>crease en<strong>for</strong>cement of its law aga<strong>in</strong>st<br />
child traffick<strong>in</strong>g; pass its draft law aga<strong>in</strong>st all <strong>for</strong>ms<br />
of traffick<strong>in</strong>g; <strong>in</strong>crease ef<strong>for</strong>ts to identify and care<br />
<strong>for</strong> victims, ensur<strong>in</strong>g that traffick<strong>in</strong>g victims are not<br />
<strong>in</strong>carcerated; and adopt its national action plan<br />
aga<strong>in</strong>st traffick<strong>in</strong>g.<br />
Prosecution<br />
The Government of The Gambia made m<strong>in</strong>imal<br />
ef<strong>for</strong>ts <strong>in</strong> its anti-traffick<strong>in</strong>g law en<strong>for</strong>cement ef<strong>for</strong>ts<br />
dur<strong>in</strong>g the last year. The Gambia does not prohibit<br />
all <strong>for</strong>ms of traffick<strong>in</strong>g, though it prohibits child<br />
traffick<strong>in</strong>g through its 2005 Children’s Act, which<br />
prescribes a sentence of up to life imprisonment —<br />
a penalty that is sufficiently str<strong>in</strong>gent. No traffick<strong>in</strong>g<br />
offenders, however, have yet been prosecuted<br />
under this law. The Department of State <strong>for</strong> Justice<br />
has completed draft<strong>in</strong>g a Human <strong>Traffick<strong>in</strong>g</strong> Bill,<br />
prohibit<strong>in</strong>g all <strong>for</strong>ms of traffick<strong>in</strong>g, that is slated to<br />
go be<strong>for</strong>e the National Assembly <strong>for</strong> approval. The<br />
government contributed personnel to assist <strong>in</strong> an<br />
NGO-funded child traffick<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <strong>for</strong> security<br />
officials <strong>in</strong> December 2006 and <strong>in</strong> a February <strong>2007</strong><br />
NGO-f<strong>in</strong>anced tra<strong>in</strong><strong>in</strong>g to educate the government’s<br />
Tourism Security Unit about child traffick<strong>in</strong>g. A<br />
senior government official chairs the National Anti-<br />
TIP Task Force and was the pr<strong>in</strong>cipal speaker and<br />
lead panelist at the February sem<strong>in</strong>ar.<br />
The government does not systematically collect<br />
traffick<strong>in</strong>g crime data, and consequently did not<br />
report any traffick<strong>in</strong>g arrests or prosecutions,<br />
though it <strong>in</strong>vestigated at least one traffick<strong>in</strong>g case<br />
dur<strong>in</strong>g the year. Border officials cont<strong>in</strong>ued to ensure<br />
that adults br<strong>in</strong>g<strong>in</strong>g children who are not their own<br />
<strong>in</strong>to The Gambia have documents show<strong>in</strong>g parental<br />
consent. However, when authorities discovered<br />
potential traffickers at borders or <strong>in</strong> The Gambia,<br />
they barred them from entry or deported them<br />
without tak<strong>in</strong>g follow-up action. The government<br />
collaborated with NGOs <strong>in</strong> November 2006 to tra<strong>in</strong><br />
child welfare officers about juvenile justice and the<br />
Children’s Act.<br />
Protection<br />
The Gambian government made modest ef<strong>for</strong>ts to<br />
provide care <strong>for</strong> traffick<strong>in</strong>g victims dur<strong>in</strong>g the year.<br />
The Gambia cont<strong>in</strong>ued to operate the children’s<br />
shelter it opened <strong>in</strong> February 2006, and it plans to<br />
open a second shelter <strong>in</strong> the Upper River Region.<br />
The government cont<strong>in</strong>ued to operate its hotl<strong>in</strong>e<br />
established <strong>in</strong> 2005. However, because funds<br />
available to publicize it are limited, public awareness<br />
of the hotl<strong>in</strong>e is low and, consequently, few<br />
calls have been received. In February <strong>2007</strong>, at the<br />
Tourism Security Unit tra<strong>in</strong><strong>in</strong>g, motorcycles granted<br />
to the unit were pa<strong>in</strong>ted with the hotl<strong>in</strong>e number<br />
as an advertisement. Once provisions have been<br />
made <strong>for</strong> the hotl<strong>in</strong>e to handle urgent requests, the<br />
Department plans to publicize it more widely. The<br />
government does not encourage victims to assist<br />
<strong>in</strong> traffick<strong>in</strong>g <strong>in</strong>vestigations or prosecutions, and<br />
it does not provide legal alternatives to victims’<br />
removal to countries where they may face hardship<br />
or retribution. Victims may be <strong>in</strong>appropriately<br />
<strong>in</strong>carcerated, f<strong>in</strong>ed or penalized <strong>for</strong> unlawful acts<br />
as a direct result of be<strong>in</strong>g trafficked. Dur<strong>in</strong>g periodic<br />
en<strong>for</strong>cement raids, police arrest women and<br />
children <strong>in</strong> prostitution without screen<strong>in</strong>g them to<br />
identify traffick<strong>in</strong>g victims.<br />
Prevention<br />
The Government of The Gambia made modest<br />
ef<strong>for</strong>ts to raise awareness about traffick<strong>in</strong>g dur<strong>in</strong>g<br />
the report<strong>in</strong>g period. Dur<strong>in</strong>g the last year, the<br />
government contributed personnel and limited<br />
resources to NGO-funded public sensitization<br />
campaigns on children’s rights and topics such as<br />
traffick<strong>in</strong>g through radio and television broadcasts,<br />
and sessions with children as well as with religious<br />
and community leaders. In July 2006, an NGOsponsored<br />
child traffick<strong>in</strong>g <strong>for</strong>um <strong>in</strong> Serrekunda<br />
featured a lawyer from the Department of State <strong>for</strong><br />
Justice as the keynote speaker. Although the government<br />
established an anti-traffick<strong>in</strong>g task <strong>for</strong>ce, it<br />
has not met s<strong>in</strong>ce August 2006. The government<br />
has not yet adopted its draft national action plan<br />
aga<strong>in</strong>st traffick<strong>in</strong>g, which was developed <strong>in</strong> 2004.<br />
GEORGIA (Tier 1)<br />
Georgia is a source and transit country <strong>for</strong> women<br />
and girls trafficked primarily to Turkey and the<br />
U.A.E. <strong>for</strong> the purpose of commercial sexual exploitation.<br />
<strong>Women</strong> and girls from Ukra<strong>in</strong>e, Moldova,<br />
Russia, and other <strong>for</strong>mer Soviet states are trafficked<br />
through Georgia to Turkey, Greece, the U.A.E., and<br />
Western Europe. Men are trafficked <strong>for</strong> the purpose<br />
of <strong>for</strong>ced labor; victims are trafficked <strong>for</strong> the<br />
purpose of <strong>for</strong>ced labor <strong>in</strong> the breakaway regions of<br />
Abkhazia and South Ossetia.<br />
The Government of Georgia fully complies with<br />
the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of<br />
traffick<strong>in</strong>g. Over the past year, the government<br />
made considerable progress <strong>in</strong> the prosecution and<br />
punishment of traffickers, protection and assistance<br />
<strong>for</strong> victims, and prevention of traffick<strong>in</strong>g. Georgia<br />
developed and implemented a victim-centered<br />
national referral mechanism, provided a build<strong>in</strong>g
