BELIZE (Tier 2)<br />

Belize is a source, transit, and dest<strong>in</strong>ation country<br />

<strong>for</strong> women and children trafficked <strong>for</strong> the purposes<br />

of <strong>for</strong>ced labor and commercial sexual exploitation.<br />

Central American women and children are trafficked<br />

to Belize <strong>for</strong> exploitation <strong>in</strong> prostitution. Girls are<br />

trafficked with<strong>in</strong> the country <strong>for</strong> sexual exploitation,<br />

sometimes with the consent of close relatives.<br />

The Government of Belize does not fully comply<br />

with the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of<br />

traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g significant ef<strong>for</strong>ts<br />

to do so. The Government of Belize made substantial<br />

improvement <strong>in</strong> combat<strong>in</strong>g human traffick<strong>in</strong>g<br />

s<strong>in</strong>ce release of the 2006 <strong>Report</strong>. In February <strong>2007</strong>,<br />

the government took a critical step to confront<br />

official traffick<strong>in</strong>g-related corruption by arrest<strong>in</strong>g<br />

two police officers <strong>for</strong> human smuggl<strong>in</strong>g; a third<br />

police officer was arrested <strong>for</strong> allegedly exploit<strong>in</strong>g<br />

a traffick<strong>in</strong>g victim. More steps must be taken <strong>in</strong><br />

this key area <strong>for</strong> the government to advance its<br />

anti-traffick<strong>in</strong>g goals. The government also should<br />

consider <strong>in</strong>creas<strong>in</strong>g penalties <strong>for</strong> sex traffick<strong>in</strong>g, and<br />

<strong>in</strong>creas<strong>in</strong>g law en<strong>for</strong>cement ef<strong>for</strong>ts to <strong>in</strong>vestigate<br />

and prosecute traffickers.<br />

Prosecution<br />

The Government of Belize made solid progress overall<br />

<strong>in</strong> the past year. The Government of Belize prohibits<br />

all <strong>for</strong>ms of traffick<strong>in</strong>g through its <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong><br />

<strong>Persons</strong> Prohibition Act, which prescribes punishment<br />

of up to five years’ imprisonment and a $5,000<br />

f<strong>in</strong>e. These penalties are sufficiently str<strong>in</strong>gent but are<br />

not commensurate with higher prescribed penalties<br />

<strong>for</strong> other grave crimes such as rape. An <strong>in</strong>teragency<br />

traffick<strong>in</strong>g-<strong>in</strong>-persons committee leads government<br />

ef<strong>for</strong>ts to prosecute traffickers, protect victims, and<br />

raise community awareness about human traffick<strong>in</strong>g.<br />

The government reported two traffick<strong>in</strong>g prosecutions,<br />

but no convictions <strong>for</strong> traffick<strong>in</strong>g <strong>in</strong> 2006.<br />

Four <strong>for</strong>eign tourists were prosecuted <strong>for</strong> child sexual<br />

exploitation offenses and a fifth was expelled from<br />

the country. The government conducted raids of<br />

brothels and <strong>in</strong>creased anti-traffick<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <strong>for</strong><br />

police, magistrates, and immigration officials. The<br />

government also cooperates with <strong>for</strong>eign governments<br />

on <strong>in</strong>ternational traffick<strong>in</strong>g cases, and jo<strong>in</strong>ed<br />

the Lat<strong>in</strong> American Network <strong>for</strong> Miss<strong>in</strong>g <strong>Persons</strong> <strong>in</strong><br />

2006. Complicity <strong>in</strong> traffick<strong>in</strong>g by law-en<strong>for</strong>cement<br />

officials appears to be a significant impediment to<br />

prosecution ef<strong>for</strong>ts.<br />

Protection<br />

The government improved protection services<br />

<strong>for</strong> victims <strong>in</strong> 2006. The government opened<br />

two shelters <strong>for</strong> traffick<strong>in</strong>g victims <strong>in</strong> mid-2006,<br />

and provides limited fund<strong>in</strong>g to local NGOs <strong>for</strong><br />

additional services. Authorities <strong>in</strong> Belize encourage<br />

victims to assist <strong>in</strong> the <strong>in</strong>vestigation and prosecution<br />

of their traffickers. There were no reports<br />

of victims be<strong>in</strong>g jailed or penalized <strong>for</strong> crimes<br />

committed as a result of be<strong>in</strong>g trafficked. Belize also<br />

provides temporary residency <strong>for</strong> <strong>for</strong>eign traffick<strong>in</strong>g<br />

victims, and other legal alternatives to deportation<br />

or removal to countries <strong>in</strong> which they would face<br />

hardship or retribution.<br />

Prevention<br />

The government stepped up ef<strong>for</strong>ts to prevent<br />

human traffick<strong>in</strong>g dur<strong>in</strong>g the report<strong>in</strong>g period.<br />

M<strong>in</strong>isters and other high-level government officials<br />

repeatedly condemned traffick<strong>in</strong>g <strong>in</strong> speeches and<br />

public statements. S<strong>in</strong>ce June 2006, the government<br />

has sponsored anti-traffick<strong>in</strong>g campaigns and<br />

messages on television, radio, and <strong>in</strong> newspapers.<br />

In July 2006, the government’s traffick<strong>in</strong>g-<strong>in</strong>persons<br />

committee met with members of Belize’s<br />

Indian community to discuss human traffick<strong>in</strong>g<br />

and <strong>in</strong>voluntary domestic servitude. The government<br />

also worked with Belize’s tourism <strong>in</strong>dustry to<br />

draft a code of conduct to prevent child sex tourism.<br />

The government funds local NGOs to promote<br />

other prevention ef<strong>for</strong>ts.<br />

BENIN (Tier 2)<br />

Ben<strong>in</strong> is a source, transit, and dest<strong>in</strong>ation country<br />

<strong>for</strong> children trafficked <strong>for</strong> the purposes of <strong>for</strong>ced<br />

labor and commercial sexual exploitation. The ILO<br />

estimates that 90 percent of all victims are trafficked<br />

with<strong>in</strong> Ben<strong>in</strong>, with girls trafficked primarily <strong>for</strong><br />

domestic servitude and sexual exploitation while<br />

boys are trafficked <strong>for</strong> <strong>for</strong>ced labor as plantation<br />

laborers, street hawkers, and construction workers.<br />

Accord<strong>in</strong>g to the ILO, the majority of Ben<strong>in</strong>ese<br />

children trafficked transnationally are dest<strong>in</strong>ed <strong>for</strong><br />

Nigeria, though they are also trafficked to Cote<br />

d’Ivoire, Ghana, Niger, Mali, and Togo <strong>for</strong> the<br />

purposes listed above, as well as <strong>for</strong> labor <strong>in</strong> m<strong>in</strong>es<br />

and stone quarries. Ben<strong>in</strong>ese girls may be trafficked<br />

to Europe <strong>for</strong> domestic servitude and possibly<br />

sexual exploitation. A small number of Togolese,<br />

Nigerien, and Burk<strong>in</strong>abe children are trafficked to<br />

Ben<strong>in</strong> <strong>for</strong> the same purposes listed above.<br />

The Government of Ben<strong>in</strong> does not fully comply<br />

with the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of<br />

traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g significant ef<strong>for</strong>ts<br />

to do so, despite limited resources. To improve<br />

its response to traffick<strong>in</strong>g, Ben<strong>in</strong> should pass the
