15 years’ imprisonment <strong>for</strong> convicted offenders.<br />

These penalties are sufficiently str<strong>in</strong>gent and<br />

commensurate with those <strong>for</strong> other grave crimes.<br />

The government does not have laws prohibit<strong>in</strong>g<br />

the traffick<strong>in</strong>g of adults, though exist<strong>in</strong>g statutes<br />

cover<strong>in</strong>g crimes such as <strong>for</strong>ced labor could be used<br />

to prosecute cases. To rectify this situation, the<br />

Attorney General’s Office has announced plans<br />

to draft a comprehensive anti-traffick<strong>in</strong>g statute.<br />

Dur<strong>in</strong>g the report<strong>in</strong>g period, police arrested three<br />

pimps and six clients caught exploit<strong>in</strong>g children <strong>in</strong><br />

prostitution. This <strong>in</strong>cluded the identification and<br />

dismantl<strong>in</strong>g of a network operat<strong>in</strong>g near the capital;<br />

three victims were identified and assisted as a result.<br />

Prosecution of these alleged traffickers has not yet<br />

commenced. Police also began <strong>in</strong>vestigation of a<br />

high profile case <strong>in</strong>volv<strong>in</strong>g a woman suspected of<br />

pimp<strong>in</strong>g her granddaughter to neighborhood men.<br />

Cont<strong>in</strong>ued raids <strong>in</strong> tourist areas where child sex<br />

tourism is rumored to be prevalent did not uncover<br />

any children <strong>in</strong> prostitution. In November, police<br />

tra<strong>in</strong>ers presented a one-week anti-traffick<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g<br />

program to 32 officers at the national police<br />

tra<strong>in</strong><strong>in</strong>g school. Forty-one M<strong>in</strong>or’s Brigade officers<br />

and recruits received anti-traffick<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <strong>in</strong><br />

May, and 28 officers <strong>in</strong> the Police Family Protection<br />

Unit were tra<strong>in</strong>ed <strong>in</strong> August. Although the government<br />

allocated funds to <strong>in</strong>crease the capacity of the<br />

M<strong>in</strong>or’s Brigade <strong>in</strong> 2005, the recruited officers and<br />

vehicles have not come <strong>in</strong>to service, limit<strong>in</strong>g the<br />

unit’s operations to six officers and one vehicle.<br />

Protection<br />

Despite an <strong>in</strong>crease <strong>in</strong> both anti-traffick<strong>in</strong>g awareness<br />

and law en<strong>for</strong>cement ef<strong>for</strong>ts over the report<strong>in</strong>g<br />

period, both social service providers and law<br />

en<strong>for</strong>cement officials cont<strong>in</strong>ued to experience<br />

difficulty locat<strong>in</strong>g and assist<strong>in</strong>g victims. The government<br />

provided fund<strong>in</strong>g to NGOs offer<strong>in</strong>g protection<br />

to victims of traffick<strong>in</strong>g. The government-run<br />

drop-<strong>in</strong> center <strong>for</strong> children engaged <strong>in</strong> prostitution<br />

actively advertised its counsel<strong>in</strong>g services through<br />

bumper stickers, a toll-free number, and community<br />

outreach; its social worker cont<strong>in</strong>ued to<br />

promote the services <strong>in</strong> schools and local communities.<br />

The center assisted 13 girls engaged <strong>in</strong><br />

prostitution dur<strong>in</strong>g the year. Mauritius has a <strong>for</strong>mal<br />

protocol on the provision of assistance to victims<br />

of sexual abuse; CSEC victims are accompanied to<br />

the hospital by a child welfare officer and police<br />

work <strong>in</strong> conjunction with this officer to obta<strong>in</strong> a<br />

statement. However, the government occasionally<br />

punishes victims of traffick<strong>in</strong>g <strong>for</strong> offenses committed<br />

as a result of their traffick<strong>in</strong>g situation; dur<strong>in</strong>g<br />

the period, one child engaged <strong>in</strong> prostitution was<br />

arrested and placed <strong>in</strong> a juvenile detention center.<br />

Prevention<br />

The government made notable ef<strong>for</strong>ts to prevent<br />

the commercial sexual exploitation of children<br />

dur<strong>in</strong>g the year. Law en<strong>for</strong>cement officials conducted<br />

surveillance at bus stops, night clubs, gam<strong>in</strong>g<br />

houses, and other places frequented by children<br />

to identify and <strong>in</strong>teract with students who are at a<br />

high risk of commercial sexual exploitation. The<br />

Police Family Protection Unit and the M<strong>in</strong>or’s<br />

Brigade also conducted a widespread child abuse<br />

awareness campaign at 34 schools and community<br />

centers that conta<strong>in</strong>ed a segment on the dangers and<br />

consequences of CSEC. M<strong>in</strong>ister-level officials and<br />

the Ombudsperson <strong>for</strong> Children publicly supported<br />

NGO programs that provided additional education<br />

to schoolchildren on CSEC. Throughout the year, the<br />

media publicized the arrest of suspected pimps.<br />

MEXICO (Tier 2 Watch List)<br />

Mexico is a source, transit, and dest<strong>in</strong>ation country<br />

<strong>for</strong> persons trafficked <strong>for</strong> the purposes of commercial<br />

sexual exploitation and <strong>for</strong>ced labor. The majority<br />

of victims trafficked <strong>in</strong>to the country come from<br />

Central America, dest<strong>in</strong>ed <strong>for</strong> Mexico or the United<br />

States. A lesser number of victims come from South<br />

America, the Caribbean, Eastern Europe, and Asia.<br />

A significant number of Mexican women, girls, and<br />

boys are trafficked <strong>in</strong>ternally <strong>for</strong> sexual exploitation,<br />

often lured from poor rural regions to urban,<br />

border, and tourist areas through false offers of<br />

employment; many are beaten, threatened, and<br />

<strong>for</strong>ced <strong>in</strong>to prostitution. Sex tourism, <strong>in</strong>clud<strong>in</strong>g<br />

child sex tourism, appears to be grow<strong>in</strong>g, especially<br />

<strong>in</strong> tourist areas such as Acapulco and Cancun, and<br />

border towns like Tijuana; <strong>for</strong>eign pedophiles arrive<br />

most often from Western Europe and the United<br />

States. Organized crim<strong>in</strong>al networks traffic women<br />

and girls from Mexico <strong>in</strong>to the United States <strong>for</strong><br />

commercial sexual exploitation. In a new trend, the<br />

traffick<strong>in</strong>g of U.S.-resident children <strong>in</strong>to Mexico <strong>for</strong><br />

commercial sexual exploitation was reported dur<strong>in</strong>g<br />

the last year. <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> Mexico is frequently<br />

conflated with alien smuggl<strong>in</strong>g, although the same<br />

crim<strong>in</strong>al networks are often <strong>in</strong>volved.<br />

The Government of Mexico does not fully comply<br />

with the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of<br />

traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g significant ef<strong>for</strong>ts<br />

to do so. The Government of Mexico rema<strong>in</strong>s on<br />

Tier 2 Watch List <strong>for</strong> the fourth consecutive year<br />

based on future commitments of the government<br />

to undertake additional ef<strong>for</strong>ts <strong>in</strong> prosecution,<br />

protection, and prevention of traffick<strong>in</strong>g <strong>in</strong> persons<br />

over the com<strong>in</strong>g year. While solid ef<strong>for</strong>ts have been
