complicit <strong>in</strong> traffick<strong>in</strong>g. F<strong>in</strong>ally, the Government of<br />

Turkey should ensure judicial officials receive victim<br />

identification and sensitivity tra<strong>in</strong><strong>in</strong>g.<br />

Prosecution<br />

The Government of Turkey significantly advanced<br />

its law en<strong>for</strong>cement ef<strong>for</strong>ts over this report<strong>in</strong>g period.<br />

Article 80 of the penal code prohibits traffick<strong>in</strong>g<br />

<strong>for</strong> both sexual exploitation and <strong>for</strong>ced labor.<br />

The penalties prescribed <strong>for</strong> traffick<strong>in</strong>g have been<br />

<strong>in</strong>creased to 8 to 12 years’ imprisonment, which<br />

are sufficiently str<strong>in</strong>gent and commensurate with<br />

prescribed penalties <strong>for</strong> other grave crimes, such as<br />

sexual assault. Turkish authorities conducted 422<br />

<strong>in</strong>vestigations, a significant <strong>in</strong>crease from 241 <strong>in</strong>vestigations<br />

<strong>in</strong> 2005. The government prosecuted 192<br />

suspects <strong>in</strong> 2006, up from 144 prosecuted <strong>in</strong> 2005.<br />

Convictions were obta<strong>in</strong>ed aga<strong>in</strong>st 36 traffickers <strong>in</strong><br />

2006, up from 29 convictions <strong>in</strong> 2005. Twenty-n<strong>in</strong>e<br />

traffickers received prison sentences rang<strong>in</strong>g from<br />

one month to six years; six traffickers only received<br />

f<strong>in</strong>es. One trafficker’s sentence was unconfirmed.<br />

Dur<strong>in</strong>g the report<strong>in</strong>g period, the police cont<strong>in</strong>ued<br />

an <strong>in</strong>ternal anti-traffick<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g program,<br />

reach<strong>in</strong>g 1,150 additional police officers. While the<br />

government arrested some low-level officials <strong>for</strong><br />

traffick<strong>in</strong>g, no officials were prosecuted or convicted<br />

over the report<strong>in</strong>g period.<br />

Protection<br />

Turkey cont<strong>in</strong>ued to improve its victim assistance<br />

ef<strong>for</strong>ts over the report<strong>in</strong>g period. Turkish authorities<br />

successfully implemented procedures to identify<br />

traffick<strong>in</strong>g victims among women <strong>in</strong> prostitution,<br />

although there were reports that the government<br />

cont<strong>in</strong>ued to process some traffick<strong>in</strong>g cases as voluntary<br />

prostitution and illegal migration. Although<br />

the government does not provide a government-run<br />

shelter, it provided rent, utilities, and adm<strong>in</strong>istrative<br />

costs <strong>for</strong> two NGO-run traffick<strong>in</strong>g shelters. Police<br />

work closely with IOM to identify and refer victims<br />

to traffick<strong>in</strong>g shelters, ensur<strong>in</strong>g that victims have<br />

access to protection services. Foreign victims identified<br />

by Turkish authorities may apply <strong>for</strong> humanitarian<br />

visas and rema<strong>in</strong> <strong>in</strong> Turkey <strong>for</strong> up to seven<br />

months, although no visas were granted dur<strong>in</strong>g<br />

the report<strong>in</strong>g period. The government encourages<br />

victims to participate <strong>in</strong> traffick<strong>in</strong>g <strong>in</strong>vestigations<br />

and prosecutions; however, this does not seem<br />

to be systematically implemented. In July 2006,<br />

a judge ordered a police-identified victim to be<br />

deported because she had overstayed her visa. Turkey<br />

promoted and advertised a government-run traffick<strong>in</strong>g<br />

hotl<strong>in</strong>e dur<strong>in</strong>g the report<strong>in</strong>g period; 109 victims<br />

were assisted due to calls to the hotl<strong>in</strong>e dur<strong>in</strong>g the<br />

report<strong>in</strong>g period, up from 52 victims <strong>in</strong> 2005.<br />

Prevention<br />

The government demonstrated strong prevention<br />

ef<strong>for</strong>ts. In 2006, the government contributed<br />

$100,000 to an <strong>in</strong>ternational public awareness<br />

campaign focused on the Black Sea region.<br />

Authorities cont<strong>in</strong>ued to distribute small passport<br />

<strong>in</strong>serts to travelers enter<strong>in</strong>g the country at designated<br />

ports-of-entry, although there was concern<br />

about whether this method of <strong>in</strong><strong>for</strong>m<strong>in</strong>g potential<br />

victims was the most effective. Turkish embassies<br />

also cont<strong>in</strong>ued to hand out traffick<strong>in</strong>g awareness<br />

<strong>in</strong>serts to visa applicants <strong>in</strong> source countries.<br />

UGANDA (Tier 2)<br />

Uganda is a source, transit, and dest<strong>in</strong>ation country<br />

<strong>for</strong> men, women, and children trafficked <strong>for</strong> the<br />

purpposes of <strong>for</strong>ced labor and sexual exploitation.<br />

Until August 2006, the terrorist rebel organization,<br />

Lord’s Resistance Army (LRA), abducted children and<br />

adults <strong>in</strong> northern Uganda to serve as soldiers, sex<br />

slaves, and porters. Ugandan children are trafficked<br />

<strong>in</strong>ternally, as well as to the United Arab Emirates<br />

and Saudi Arabia, <strong>for</strong> commercial sexual exploitation.<br />

Karamojong women and children are sold <strong>in</strong><br />

cattle markets or by <strong>in</strong>termediaries and <strong>for</strong>ced <strong>in</strong>to<br />

situations of domestic servitude, sexual exploitation,<br />

herd<strong>in</strong>g, and begg<strong>in</strong>g. Importers traffic Pakistani,<br />

Indian, and Ch<strong>in</strong>ese workers to Uganda and traffick<strong>in</strong>g<br />

networks br<strong>in</strong>g <strong>in</strong> Indian women <strong>for</strong> sexual<br />

exploitation.<br />

The Government of Uganda does not fully comply<br />

with the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of<br />

traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g significant ef<strong>for</strong>ts<br />

to do so. To improve its anti-traffick<strong>in</strong>g ef<strong>for</strong>ts, the<br />

government should make a greater ef<strong>for</strong>t to convict<br />

and punish charged traffickers; pass and enact<br />

its comprehensive traffick<strong>in</strong>g bill; and develop a<br />

mechanism <strong>for</strong> provid<strong>in</strong>g protective services to all<br />

types of traffick<strong>in</strong>g victims.<br />

Prosecution<br />

The government’s anti-traffick<strong>in</strong>g law en<strong>for</strong>cement<br />

ef<strong>for</strong>ts <strong>in</strong>creased over the report<strong>in</strong>g period, particularly<br />

by apprehend<strong>in</strong>g suspected traffickers and <strong>in</strong>vestigat<strong>in</strong>g<br />

cases. Ugandan law does not prohibit traffick<strong>in</strong>g;<br />

however, the government’s anti-traffick<strong>in</strong>g work<strong>in</strong>g<br />

group, with <strong>in</strong>put from stakeholders, completed<br />

draft<strong>in</strong>g a comprehensive law <strong>in</strong> 2006. Exist<strong>in</strong>g laws<br />

aga<strong>in</strong>st slavery, <strong>for</strong>ced and bonded labor, and procurement<br />

<strong>for</strong> prostitution could be used to prosecute traffick<strong>in</strong>g<br />

offenses. In June, police arrested three Asians<br />

and two Ugandans at the Uganda-Rwanda border <strong>for</strong>
