national attention on the country’s traffick<strong>in</strong>g<br />
problem, rais<strong>in</strong>g it often <strong>in</strong> national and <strong>in</strong>ternational<br />
speeches. In early <strong>2007</strong>, officials from the<br />
adm<strong>in</strong>istration of President Rafael Correa publicly<br />
expressed their commitment to fight<strong>in</strong>g human<br />
traffick<strong>in</strong>g. In November 2006, the national agency,<br />
INNFA, launched a nationwide $1 million anti-traffick<strong>in</strong>g<br />
and anti-smuggl<strong>in</strong>g education campaign<br />
geared toward vulnerable populations across<br />
Ecuador. Postcards, stickers, and <strong>in</strong><strong>for</strong>mational<br />
materials have been distributed to schools <strong>in</strong> every<br />
prov<strong>in</strong>ce. The government also produced anti-traffick<strong>in</strong>g<br />
billboards, posters, and radio spots over<br />
the last year. The M<strong>in</strong>istry of Tourism launched<br />
a national anti-sex tourism campaign <strong>in</strong> October<br />
2006 that <strong>in</strong>cludes 11 government agencies that<br />
signed an agreement to eradicate child sex tourism.<br />
EGYPT (Tier 2 Watch List)<br />
Egypt is a transit country <strong>for</strong> women trafficked from<br />
Uzbekistan, Moldova, Ukra<strong>in</strong>e, Russia, and other<br />
Eastern European countries to Israel <strong>for</strong> the purpose<br />
of sexual exploitation, and may be a source <strong>for</strong><br />
children trafficked <strong>in</strong>ternally <strong>for</strong> commercial sexual<br />
exploitation and domestic servitude. <strong>Report</strong>s <strong>in</strong>dicate<br />
that some of Cairo’s estimated 1 million street<br />
children — both girls and boys — are exploited <strong>in</strong><br />
prostitution. In addition, wealthy men from the Gulf<br />
reportedly travel to Egypt to purchase “temporary<br />
marriages” with Egyptian women, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> some<br />
cases girls who are under age 18, often apparently as<br />
a front <strong>for</strong> commercial sexual exploitation facilitated<br />
by the females’ parents and marriage brokers. Some<br />
Egyptian cities may also be dest<strong>in</strong>ations <strong>for</strong> sex tourism.<br />
Children were also recruited from rural areas<br />
<strong>for</strong> domestic service <strong>in</strong> cities; some of these children<br />
may face conditions of <strong>in</strong>voluntary servitude, such<br />
as restrictions on movement, non-payment of wages,<br />
threats, and physical or sexual abuse.<br />
The Government of Egypt does not fully comply<br />
with the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of<br />
traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g significant ef<strong>for</strong>ts<br />
to do so. Egypt is placed on Tier 2 Watch List <strong>for</strong><br />
a second consecutive year <strong>for</strong> its failure to provide<br />
evidence of <strong>in</strong>creas<strong>in</strong>g ef<strong>for</strong>ts to combat traffick<strong>in</strong>g<br />
<strong>in</strong> persons, particularly <strong>in</strong> the area of law en<strong>for</strong>cement.<br />
The government also does not provide<br />
rehabilitation aid or other protection services to<br />
traffick<strong>in</strong>g victims. Egypt typically returns <strong>for</strong>eign<br />
traffick<strong>in</strong>g victims to their embassies <strong>for</strong> assistance.<br />
Egypt should make a serious ef<strong>for</strong>t to <strong>in</strong>crease<br />
law en<strong>for</strong>cement activity aga<strong>in</strong>st the traffick<strong>in</strong>g<br />
of m<strong>in</strong>ors, <strong>in</strong>stitute <strong>for</strong>mal victim identification<br />
procedures to ensure that traffick<strong>in</strong>g victims are not<br />
punished or otherwise treated as crim<strong>in</strong>als, and<br />
provide protection services <strong>for</strong> victims.<br />
Prosecution<br />
Egypt made no discernible ef<strong>for</strong>ts to prosecute and<br />
punish traffick<strong>in</strong>g crimes this year. The Egyptian<br />
penal code does not prohibit all <strong>for</strong>ms of traffick<strong>in</strong>g,<br />
but the constitution does prohibit <strong>for</strong>ced<br />
labor through its Article 13. Other laws, <strong>in</strong>clud<strong>in</strong>g<br />
those aga<strong>in</strong>st rape and abduction, could be used<br />
to prosecute traffick<strong>in</strong>g offenses, but are not. Child<br />
domestic workers are not protected by Egypt’s labor<br />
laws as other child laborers are. The government<br />
provided no evidence of <strong>in</strong>vestigations, arrests,<br />
or prosecutions <strong>for</strong> traffick<strong>in</strong>g offenses, <strong>in</strong>clud<strong>in</strong>g<br />
<strong>in</strong>voluntary servitude of child domestic servants.<br />
Accord<strong>in</strong>g to media reports, security <strong>for</strong>ces <strong>in</strong><br />
S<strong>in</strong>ai rescued four Russian women who may have<br />
been victims of traffick<strong>in</strong>g, and returned them to<br />
the custody of the Russian embassy pend<strong>in</strong>g their<br />
deportation. In late April, police <strong>in</strong> Mahallah el-<br />
Kobra arrested 16 <strong>in</strong>dividuals <strong>in</strong> connection with<br />
an alleged traffick<strong>in</strong>g r<strong>in</strong>g that obta<strong>in</strong>ed women <strong>for</strong><br />
exploitation <strong>in</strong> prostitution <strong>in</strong> the Gulf states. Egypt<br />
should significantly <strong>in</strong>crease <strong>in</strong>vestigations, prosecutions,<br />
and punishments <strong>for</strong> traffick<strong>in</strong>g offenses,<br />
<strong>in</strong>clud<strong>in</strong>g <strong>in</strong>vestigations of allegations of traffick<strong>in</strong>g<br />
<strong>in</strong> children <strong>for</strong> commercial sexual exploitation and<br />
domestic servitude, and the traffick<strong>in</strong>g of <strong>for</strong>eigners<br />
through Egypt. For a third year <strong>in</strong> a row, the government<br />
failed to take any steps to draft a comprehensive<br />
anti-traffick<strong>in</strong>g law.<br />
Protection<br />
Egypt made no ef<strong>for</strong>ts to protect traffick<strong>in</strong>g victims<br />
dur<strong>in</strong>g the report<strong>in</strong>g period. The government does<br />
not offer protection services to victims of <strong>in</strong>voluntary<br />
domestic servitude, though it operates a hotl<strong>in</strong>e<br />
<strong>for</strong> children to report compla<strong>in</strong>ts of abuse. There<br />
are reports of police arrest<strong>in</strong>g street children <strong>for</strong><br />
prostitution and treat<strong>in</strong>g them as crim<strong>in</strong>als rather<br />
than victims. In prisons or detention centers, law<br />
en<strong>for</strong>cement officers may further mistreat these<br />
victims through verbal, physical, and sexual abuse.<br />
Egypt does not have <strong>for</strong>mal victim identification<br />
procedures, so <strong>for</strong>eign victims of traffick<strong>in</strong>g are<br />
deta<strong>in</strong>ed as illegal immigrants; the government<br />
usually delivers possible traffick<strong>in</strong>g victims to their<br />
embassies <strong>for</strong> repatriation. These victims are not<br />
offered legal alternatives to removal to countries <strong>in</strong><br />
which they may face hardship or retribution. The<br />
government does not actively encourage victims<br />
