DJIBOUTI (Tier 2 Watch List)<br />

Djibouti is a source, transit, and dest<strong>in</strong>ation<br />

country <strong>for</strong> women and children trafficked <strong>for</strong> the<br />

purpose of commercial sexual exploitation and<br />

possibly <strong>for</strong> <strong>for</strong>ced domestic labor. Ethiopian and<br />

Somali girls reportedly are trafficked to Djibouti<br />

<strong>for</strong> sexual exploitation; economic migrants from<br />

these countries may also at times fall victim to<br />

<strong>in</strong>voluntary servitude after reach<strong>in</strong>g Djibouti City<br />

or the Ethiopia-Djibouti truck<strong>in</strong>g corridor. A small<br />

number of girls from impoverished Djiboutian<br />

families may also engage <strong>in</strong> prostitution as a means<br />

of <strong>in</strong>come, and they may be victims of traffick<strong>in</strong>g.<br />

Ethiopian women and girls may be trafficked to<br />

Djibouti <strong>for</strong> domestic servitude. <strong>Women</strong> and children<br />

from neighbor<strong>in</strong>g countries reportedly transit<br />

Djibouti en route to Middle Eastern countries or<br />

Somalia <strong>for</strong> ultimate use <strong>in</strong> <strong>for</strong>ced labor or sexual<br />

exploitation.<br />

The Government of Djibouti does not fully comply<br />

with the m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of<br />

traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g significant ef<strong>for</strong>ts<br />

to do so. Djibouti is placed on Tier 2 Watch List <strong>for</strong><br />

a second consecutive year <strong>for</strong> its failure to provide<br />

evidence of <strong>in</strong>creas<strong>in</strong>g ef<strong>for</strong>ts to combat traffick<strong>in</strong>g<br />

<strong>in</strong> persons over the last year. To further its anti-traffick<strong>in</strong>g<br />

ef<strong>for</strong>ts, the government should pass, enact,<br />

and en<strong>for</strong>ce a comprehensive anti-traffick<strong>in</strong>g statute;<br />

improve documentation of cases of deta<strong>in</strong>ed<br />

m<strong>in</strong>ors; further educate all levels of government<br />

and the general public on the issue of traffick<strong>in</strong>g<br />

<strong>in</strong> persons; and, <strong>in</strong> partnership with local NGOs,<br />

establish a mechanism <strong>for</strong> provid<strong>in</strong>g protective<br />

services to traffick<strong>in</strong>g victims.<br />

Prosecution<br />

Dur<strong>in</strong>g the year, the government slightly improved<br />

its law en<strong>for</strong>cement ef<strong>for</strong>ts aga<strong>in</strong>st the commercial<br />

sexual exploitation of children, although no traffickers<br />

were punished. Djiboutian authorities conducted<br />

<strong>in</strong>creased patrols <strong>for</strong> children at risk of <strong>in</strong>volvement<br />

<strong>in</strong> prostitution and closed down establishments<br />

facilitat<strong>in</strong>g prostitution. Djibouti does not have a<br />

comprehensive anti-traffick<strong>in</strong>g law, though its laws<br />

explicitly crim<strong>in</strong>aliz<strong>in</strong>g pimp<strong>in</strong>g, employ<strong>in</strong>g m<strong>in</strong>ors,<br />

<strong>for</strong>ced labor, and debauch<strong>in</strong>g of a m<strong>in</strong>or could be<br />

used to prosecute traffickers. Dur<strong>in</strong>g the report<strong>in</strong>g<br />

period, the M<strong>in</strong>istries of Foreign Affairs and Justice<br />

and the National Assembly <strong>for</strong>med a work<strong>in</strong>g group<br />

to beg<strong>in</strong> draft<strong>in</strong>g a national anti-traffick<strong>in</strong>g law. In<br />

2006, Djibouti’s Brigade des Meurs (Vice Police)<br />

conducted nightly sweeps of the capital city after<br />

dark and preventatively deta<strong>in</strong>ed 192 Ethiopian<br />

and Somali m<strong>in</strong>ors who they identified as at risk of<br />

prostitution; most were held briefly and released or<br />

deported. There were no prosecutions of traffickers<br />

dur<strong>in</strong>g the year; however, observ<strong>in</strong>g a flagrant case<br />

of child prostitution, the police arrested and charged<br />

the <strong>for</strong>eign client, who then fled the jurisdiction<br />

after he was released pend<strong>in</strong>g trial. Djiboutian police<br />

monitored bars <strong>in</strong> Djibouti City, en<strong>for</strong>c<strong>in</strong>g alcohol<br />

permits and deta<strong>in</strong><strong>in</strong>g suspected pimps and females<br />

<strong>in</strong> prostitution; specific <strong>in</strong><strong>for</strong>mation regard<strong>in</strong>g<br />

the punishment of pimps was unavailable. Police<br />

reportedly closed down bars where child prostitution<br />

was occurr<strong>in</strong>g; detailed <strong>in</strong><strong>for</strong>mation was not<br />

provided about such closures. The government did<br />

not provide any specialized tra<strong>in</strong><strong>in</strong>g <strong>for</strong> government<br />

officials <strong>in</strong> traffick<strong>in</strong>g recognition or <strong>in</strong> the provision<br />

of assistance to traffick<strong>in</strong>g victims.<br />

Protection<br />

With few resources itself and a very small pool of<br />

local NGOs, the government has few options <strong>for</strong><br />

meet<strong>in</strong>g the needs of children used <strong>in</strong> prostitution.<br />

In 2006, the government established two shelters <strong>for</strong><br />

at-risk Djiboutian and <strong>for</strong>eign women and children<br />

that distributed food and cloth<strong>in</strong>g and provided<br />

health care; educational opportunities are also<br />

provided. Dur<strong>in</strong>g the report<strong>in</strong>g period, three boys<br />

victimized by sexual exploitation were rescued from<br />

a <strong>for</strong>eign pedophile and provided with psychological<br />

counsel<strong>in</strong>g. After preventative detention of<br />

street children believed to be at risk of prostitution,<br />

police reportedly transferred some of them to the<br />

care of NGOs. Other non-Djiboutian children were<br />

deported to their country of orig<strong>in</strong>, while Djiboutian<br />

children were returned to the care of extended family<br />

members. The government does not offer legal alternatives<br />

to the removal of <strong>for</strong>eign traffick<strong>in</strong>g victims<br />

to countries where they face hardship or retribution.<br />

Moreover, the government occasionally punishes<br />

victims of traffick<strong>in</strong>g <strong>for</strong> offenses committed as a<br />

result of their be<strong>in</strong>g trafficked.<br />

Prevention<br />

There is grow<strong>in</strong>g understand<strong>in</strong>g of human traffick<strong>in</strong>g<br />

with<strong>in</strong> the Djiboutian political hierarchy. In<br />

March <strong>2007</strong>, the M<strong>in</strong>istry of In<strong>for</strong>mation began its<br />

first anti-traffick<strong>in</strong>g public awareness campaign by<br />

prom<strong>in</strong>ently publish<strong>in</strong>g <strong>in</strong> the nation’s most important<br />

newspaper an article call<strong>in</strong>g <strong>for</strong> awareness of<br />

and action aga<strong>in</strong>st traffick<strong>in</strong>g, specifically <strong>in</strong>volv<strong>in</strong>g<br />

children prostitution. In addition, the President and<br />

First Lady hosted a large event to educate the public<br />

on violence aga<strong>in</strong>st women, <strong>in</strong>clud<strong>in</strong>g explicitly<br />

stopp<strong>in</strong>g the traffick<strong>in</strong>g of women and children.<br />

Police verbally warned bar and night club owners<br />

that permitt<strong>in</strong>g child prostitution on their premises<br />

would be punished.<br />
