The TVPA lists three factors to be considered <strong>in</strong><br />

determ<strong>in</strong><strong>in</strong>g whether a country should be <strong>in</strong> Tier 2<br />

(or Tier 2 Watch List) or <strong>in</strong> Tier 3: 1) The extent to<br />

which the country is a country of orig<strong>in</strong>, transit or<br />

dest<strong>in</strong>ation <strong>for</strong> severe <strong>for</strong>ms of traffick<strong>in</strong>g; 2) The<br />

extent to which the government of the country<br />

does not comply with the TVPA’s m<strong>in</strong>imum<br />

standards <strong>in</strong>clud<strong>in</strong>g, <strong>in</strong> particular, the extent of the<br />

government’s traffick<strong>in</strong>g-related corruption; and<br />

3) The resources and capabilities of the government<br />

to address and elim<strong>in</strong>ate severe <strong>for</strong>ms of<br />

traffick<strong>in</strong>g <strong>in</strong> persons.<br />

Some countries have held conferences and<br />

established task <strong>for</strong>ces or national action plans to<br />

create goals <strong>for</strong> anti-traffick<strong>in</strong>g ef<strong>for</strong>ts. However,<br />

conferences, plans, and task <strong>for</strong>ces alone are not<br />

weighed heavily <strong>in</strong> assess<strong>in</strong>g country ef<strong>for</strong>ts. Rather,<br />

the <strong>Report</strong> focuses on concrete actions governments<br />

have taken to fight traffick<strong>in</strong>g, especially<br />

prosecutions, convictions, and prison sentences<br />

<strong>for</strong> traffickers, victim protection measures, and<br />

prevention ef<strong>for</strong>ts. The <strong>Report</strong> does not give great<br />

weight to laws <strong>in</strong> draft <strong>for</strong>m or laws that have not<br />

yet been enacted. F<strong>in</strong>ally, the <strong>Report</strong> does not focus<br />

on government ef<strong>for</strong>ts that contribute <strong>in</strong>directly to<br />

reduc<strong>in</strong>g traffick<strong>in</strong>g, such as education programs,<br />

support <strong>for</strong> economic development, or programs<br />

aimed at enhanc<strong>in</strong>g gender equality, although<br />

these are worthwhile endeavors.<br />

Sex <strong>Traffick<strong>in</strong>g</strong> When she was 14, Adnita’s boss,<br />

a trader <strong>for</strong> whom she worked <strong>in</strong> the Kigali market, told<br />

her to go with two men. He said they would take her to<br />

live abroad where she would be safe and go to school.<br />

When she reached Great Brita<strong>in</strong>, a man picked her up<br />

from the airport and took her to a house. Another man<br />

came to the house and raped her. For two years, the<br />

teenager was <strong>for</strong>ced to live <strong>in</strong> a locked kitchen with<br />

access only to a toilet and bas<strong>in</strong>. The men kept her as a<br />

sex slave until she escaped and flagged down a driver,<br />

who took her to the police.<br />

Methodology<br />

The Department of State prepared this <strong>Report</strong><br />

us<strong>in</strong>g <strong>in</strong><strong>for</strong>mation from U.S. embassies, <strong>for</strong>eign<br />

government officials, NGOs and <strong>in</strong>ternational<br />

organizations, published reports, research trips<br />

to every region, and <strong>in</strong><strong>for</strong>mation submitted<br />

to tipreport@state.gov. This email address<br />

was established <strong>for</strong> NGOs and <strong>in</strong>dividuals to<br />

share <strong>in</strong><strong>for</strong>mation on government progress<br />

<strong>in</strong> address<strong>in</strong>g traffick<strong>in</strong>g. U.S. diplomatic<br />

posts reported on the traffick<strong>in</strong>g situation<br />

and governmental action based on thorough<br />

research, <strong>in</strong>clud<strong>in</strong>g meet<strong>in</strong>gs with a wide<br />

variety of government officials, local and<br />

<strong>in</strong>ternational NGO representatives, officials<br />

of <strong>in</strong>ternational organizations, journalists,<br />

academics, and survivors.<br />
