London us<strong>in</strong>g <strong>for</strong>ged travel documents; their handler<br />
escaped be<strong>for</strong>e he could be taken <strong>in</strong>to custody.<br />
Protection<br />
The government’s ef<strong>for</strong>ts to protect victims of<br />
traffick<strong>in</strong>g rema<strong>in</strong>ed extremely limited. There<br />
are no <strong>for</strong>mal victim identification or referral<br />
procedures <strong>in</strong> Zambia. In some cases, victims are<br />
placed <strong>in</strong> shelters operated by NGOs. Dur<strong>in</strong>g the<br />
year, Zambian authorities worked with IOM and<br />
an NGO to shelter and repatriate two trafficked<br />
Ch<strong>in</strong>ese women. The M<strong>in</strong>istries of Education and<br />
Labor worked with a local NGO to remove children<br />
from situations of <strong>for</strong>ced labor, <strong>in</strong>clud<strong>in</strong>g girls<br />
<strong>in</strong> prostitution, and provide them with <strong>for</strong>mal<br />
education and vocational tra<strong>in</strong><strong>in</strong>g. In 2006, the<br />
government allocated $142,500 to the M<strong>in</strong>istry of<br />
Labor’s Child Labor Unit, almost twice the amount<br />
given the previous year. This unit’s 50 child labor<br />
<strong>in</strong>spectors, due to lack of transportation and other<br />
resources, conducted fewer than 50 <strong>in</strong>spections <strong>in</strong><br />
2006 and resolved most violations through mediation<br />
and counsel<strong>in</strong>g. The government encouraged<br />
victims to assist with the <strong>in</strong>vestigation and prosecution<br />
of traffickers. Identified victims are not<br />
deta<strong>in</strong>ed, jailed, deported, or otherwise penalized<br />
<strong>for</strong> unlawful acts committed as a result of their<br />
be<strong>in</strong>g trafficked.<br />
Prevention<br />
While Zambia lacks a comprehensive public awareness<br />
campaign, the government susta<strong>in</strong>ed ef<strong>for</strong>ts to<br />
prevent vulnerable children from be<strong>in</strong>g trafficked.<br />
It cont<strong>in</strong>ued operation of two youth camps that<br />
provided 18 months of counsel<strong>in</strong>g and rehabilitation<br />
services to street children vulnerable to traffick<strong>in</strong>g,<br />
<strong>in</strong>clud<strong>in</strong>g girls removed from prostitution; 204<br />
children graduated from the camps <strong>in</strong> 2006. After<br />
graduation, some children opted to be placed <strong>in</strong> one<br />
of 16 Youth Resources <strong>Center</strong>s where they ref<strong>in</strong>ed<br />
trade skills such as carpentry, tailor<strong>in</strong>g, or poultry<br />
farm<strong>in</strong>g. The Child Labor Unit provided public<br />
education on the worst <strong>for</strong>ms of child labor by<br />
stag<strong>in</strong>g public events to raise awareness, speak<strong>in</strong>g <strong>in</strong><br />
schools, and <strong>in</strong><strong>for</strong>mally counsel<strong>in</strong>g families, children<br />
and employers. The government’s <strong>in</strong>ter-agency<br />
committee on traffick<strong>in</strong>g made progress toward<br />
realiz<strong>in</strong>g the goals of its three-pronged anti-traffick<strong>in</strong>g<br />
strategy that focuses on draft<strong>in</strong>g a comprehensive<br />
law, conduct<strong>in</strong>g a basel<strong>in</strong>e study, and rais<strong>in</strong>g public<br />
awareness. The government-owned radio station<br />
broadcasted IOM public service announcements on<br />
traffick<strong>in</strong>g. The committee also facilitated the work<br />
of an outside expert who drafted a comprehensive<br />
national policy on human traffick<strong>in</strong>g after consult<strong>in</strong>g<br />
with NGOs and other stakeholders.<br />
ZIMBABWE (Tier 2)<br />
Zimbabwe is a source, transit, and dest<strong>in</strong>ation<br />
country <strong>for</strong> women and children trafficked <strong>for</strong> the<br />
purposes of <strong>for</strong>ced labor and sexual exploitation.<br />
Rural Zimbabwean children are trafficked <strong>in</strong>to<br />
cities <strong>for</strong> agricultural labor, domestic servitude,<br />
and commercial sexual exploitation. Zimbabwean<br />
women and children are reportedly trafficked <strong>for</strong><br />
sexual exploitation <strong>in</strong> towns along the borders with<br />
the four surround<strong>in</strong>g countries. Young women<br />
and girls are also lured to South Africa, People’s<br />
Republic of Ch<strong>in</strong>a, Egypt, the United K<strong>in</strong>gdom,<br />
Canada, and Zambia with false employment offers<br />
that result <strong>in</strong> <strong>in</strong>voluntary domestic servitude or<br />
commercial sexual exploitation. <strong>Women</strong> and children<br />
from the Democratic Republic of the Congo,<br />
Malawi, Mozambique, and Zambia are trafficked<br />
through Zimbabwe en route to South Africa. Small<br />
numbers of South African girls are trafficked to<br />
Zimbabwe <strong>for</strong> <strong>for</strong>ced domestic labor.<br />
The Government of Zimbabwe does not fully<br />
comply with the m<strong>in</strong>imum standards <strong>for</strong> the<br />
elim<strong>in</strong>ation of traffick<strong>in</strong>g; however, it is mak<strong>in</strong>g<br />
significant ef<strong>for</strong>ts to do so. Over the last year, the<br />
government displayed a more vigorous commitment<br />
to address<strong>in</strong>g traffick<strong>in</strong>g <strong>in</strong> persons issues. To<br />
further its ef<strong>for</strong>ts to combat traffick<strong>in</strong>g, the government<br />
should complete <strong>in</strong>vestigations of pend<strong>in</strong>g<br />
cases and prosecute suspected traffickers; advance<br />
comprehensive anti-traffick<strong>in</strong>g legislation; and<br />
launch a broad awareness rais<strong>in</strong>g campaign that<br />
educates all levels of government officials, as well as<br />
the general public, on the nature of traffick<strong>in</strong>g and<br />
the availability of assistance <strong>for</strong> victims.<br />
Prosecution<br />
Zimbabwe’s anti-traffick<strong>in</strong>g law en<strong>for</strong>cement ef<strong>for</strong>ts<br />
significantly <strong>in</strong>creased; dur<strong>in</strong>g the year, the government<br />
<strong>in</strong>vestigated cases of traffick<strong>in</strong>g and registered<br />
its first anti-traffick<strong>in</strong>g conviction. Zimbabwe does<br />
not prohibit all <strong>for</strong>ms of traffick<strong>in</strong>g <strong>in</strong> persons,<br />
though exist<strong>in</strong>g statutes outlaw <strong>for</strong>ced labor and<br />
numerous <strong>for</strong>ms of sexual exploitation. In June,<br />
a magistrate’s court <strong>in</strong> Harare convicted a woman<br />
under the Crim<strong>in</strong>al Law Act <strong>for</strong>, under the guise of<br />
provid<strong>in</strong>g legitimate employment, procur<strong>in</strong>g a m<strong>in</strong>or<br />
and <strong>for</strong>c<strong>in</strong>g her <strong>in</strong>to prostitution; she was sentenced<br />
to four years <strong>in</strong> prison. N<strong>in</strong>e other separate crim<strong>in</strong>al<br />
