<strong>in</strong>g government officials, <strong>in</strong>clud<strong>in</strong>g the M<strong>in</strong>isters of<br />

Interior and Family, Youth, and Sports, took part <strong>in</strong><br />

events to raise awareness of traffick<strong>in</strong>g. The government<br />

provided expertise and free advertis<strong>in</strong>g on<br />

radio and TV stations, and experts from the State<br />

Employment Service provided callers to the national<br />

anti-traffick<strong>in</strong>g toll-free telephone hotl<strong>in</strong>e with<br />

<strong>in</strong><strong>for</strong>mation on legal employment overseas.<br />

UNITED ARAB EMIRATES<br />

(Tier 2 Watch List)<br />

The United Arab Emirates (U.A.E.) rema<strong>in</strong>s a dest<strong>in</strong>ation<br />

country <strong>for</strong> men and women trafficked <strong>for</strong> the<br />

purpose of <strong>in</strong>voluntary servitude and commercial<br />

sexual exploitation. <strong>Women</strong> from India, Sri Lanka,<br />

Bangladesh, Indonesia, Ethiopia, and the Philipp<strong>in</strong>es<br />

migrate will<strong>in</strong>gly to the U.A.E. to work as domestic<br />

servants, but many face conditions of <strong>in</strong>voluntary<br />

servitude such as excessive work hours without<br />

pay; verbal, mental, physical, and sexual abuse;<br />

and restrictions on movement. Similarly, men from<br />

India, Sri Lanka, Bangladesh, and Pakistan come to<br />

the U.A.E. to work <strong>in</strong> the construction <strong>in</strong>dustry, but<br />

are often subjected to <strong>in</strong>voluntary servitude and debt<br />

bondage as they work to pay off recruitment costs<br />

sometimes exceed<strong>in</strong>g two years’ wages. <strong>Women</strong> from<br />

Uzbekistan, Kyrgyzstan, Ukra<strong>in</strong>e, Russia, Kazakhstan,<br />

Armenia, Azerbaijan, Ethiopia, Somalia, Uganda,<br />

India, Pakistan, the People’s Republic of Ch<strong>in</strong>a, the<br />

Philipp<strong>in</strong>es, Iraq, Iran, and Morocco are reportedly<br />

trafficked to the U.A.E. <strong>for</strong> commercial sexual<br />

exploitation. Some <strong>for</strong>eign women were reportedly<br />

recruited to work as secretaries, but were trafficked<br />

<strong>in</strong>to <strong>for</strong>ced prostitution or domestic servitude. The<br />

U.A.E. may also serve as a transit country <strong>for</strong> women<br />

trafficked <strong>in</strong>to <strong>for</strong>ced labor <strong>in</strong> Oman and Sudan, and<br />

men deceived <strong>in</strong>to work<strong>in</strong>g <strong>in</strong>voluntarily <strong>in</strong> Iraq.<br />

Although children were previously trafficked from<br />

South Asia, Sudan, and Mauritania as child camel<br />

jockeys, all identified victims were repatriated at the<br />

U.A.E.’s expense.<br />

The Government of the U.A.E. does not fully<br />

comply with the m<strong>in</strong>imum standards <strong>for</strong> the<br />

elim<strong>in</strong>ation of traffick<strong>in</strong>g, but is mak<strong>in</strong>g significant<br />

ef<strong>for</strong>ts to do so. U.A.E. is placed on Tier 2 Watch<br />

list <strong>for</strong> a second consecutive year <strong>for</strong> fail<strong>in</strong>g to take<br />

mean<strong>in</strong>gful steps to address the problem of <strong>for</strong>eign<br />

women trafficked <strong>for</strong> commercial sexual exploitation<br />

and of <strong>for</strong>eign male and female workers<br />

subjected to conditions of <strong>in</strong>voluntary servitude.<br />

The government did not demonstrate vigorous<br />

law en<strong>for</strong>cement or victim protection ef<strong>for</strong>ts. The<br />

U.A.E. should dedicate resources <strong>for</strong> the prosecution<br />

of traffick<strong>in</strong>g crimes, while encourag<strong>in</strong>g victims<br />

to testify aga<strong>in</strong>st their traffickers, and giv<strong>in</strong>g them<br />

alternatives to detention and deportation.<br />

Prosecution<br />

Although <strong>in</strong> December 2006 the U.A.E. government<br />

passed a comprehensive anti-traffick<strong>in</strong>g law prohibit<strong>in</strong>g<br />

all <strong>for</strong>ms of traffick<strong>in</strong>g, with prescribed penalties<br />

rang<strong>in</strong>g from one year to life imprisonment,<br />

no other progress was reported <strong>in</strong> prosecut<strong>in</strong>g and<br />

punish<strong>in</strong>g traffick<strong>in</strong>g crimes. The government did<br />

not prosecute any cases under this law or any other<br />

available law, <strong>in</strong>clud<strong>in</strong>g statutes aga<strong>in</strong>st withhold<strong>in</strong>g<br />

passports, false imprisonment, and kidnapp<strong>in</strong>g.<br />

Although the M<strong>in</strong>istry of Labor imposed f<strong>in</strong>es on<br />

labor recruiters <strong>for</strong> fraudulent practices, the government<br />

did not pursue crim<strong>in</strong>al prosecutions of those<br />

facilitat<strong>in</strong>g traffick<strong>in</strong>g. The government also did<br />

not provide evidence that it prosecuted employers<br />

<strong>for</strong> <strong>in</strong>timidat<strong>in</strong>g employees to <strong>for</strong>ce them to work.<br />

Government officials, however, actively monitored<br />

camel races to ensure that children were not used<br />

as camel jockeys <strong>in</strong> violation of the country’s 2005<br />

ban. The Dubai police also organized a workshop<br />

on <strong>in</strong>vestigat<strong>in</strong>g traffick<strong>in</strong>g. The U.A.E. should<br />

significantly <strong>in</strong>crease crim<strong>in</strong>al <strong>in</strong>vestigations of traffick<strong>in</strong>g<br />

offenses, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>voluntary servitude of<br />

<strong>for</strong>eign workers, and should str<strong>in</strong>gently punish sex<br />

traffickers and abusive employers and labor recruiters<br />

who engage <strong>in</strong> labor traffick<strong>in</strong>g through the use<br />

of <strong>for</strong>ce or fraud.<br />

Protection<br />

The U.A.E. government made limited progress <strong>in</strong><br />

protect<strong>in</strong>g traffick<strong>in</strong>g victims this year. The government<br />

cont<strong>in</strong>ues to deta<strong>in</strong> and deport victims <strong>for</strong><br />

unlawful acts committed as a result of be<strong>in</strong>g trafficked.<br />

Although some women are trafficked to the<br />

U.A.E. <strong>for</strong> commercial sexual exploitation, some are<br />

<strong>for</strong>ced <strong>in</strong>to prostitution after their arrival, and others<br />

enter prostitution will<strong>in</strong>gly but encounter coercion<br />

or <strong>for</strong>ce afterwards. Victims who voluntarily enter the<br />

U.A.E. with the <strong>in</strong>tent of enter<strong>in</strong>g the sex trade are<br />

treated as crim<strong>in</strong>als regardless of any victimization<br />

that occurs after their arrival. Similarly, the U.A.E.<br />

does not consider laborers <strong>for</strong>ced <strong>in</strong>to <strong>in</strong>voluntary<br />

servitude as traffick<strong>in</strong>g victims if they are over the<br />

age of 18 and entered the country voluntarily. Many<br />

cases of <strong>for</strong>ced labor are there<strong>for</strong>e not <strong>in</strong>vestigated.<br />

There are no <strong>for</strong>mal mechanisms to identify women<br />

who are trafficked <strong>in</strong>to domestic servitude or prostitution,<br />

or men who are trafficked <strong>in</strong>to bonded laborers.<br />

<strong>Women</strong> who <strong>for</strong>mally identify themselves as<br />

traffick<strong>in</strong>g victims may access government provided<br />
