Prevention<br />
The Slovak Republic cont<strong>in</strong>ued ef<strong>for</strong>ts to prevent<br />
traffick<strong>in</strong>g dur<strong>in</strong>g the report<strong>in</strong>g period. IOM<br />
provided sensitivity tra<strong>in</strong><strong>in</strong>g <strong>for</strong> police officers. The<br />
Border and Alien Police monitored the border <strong>for</strong><br />
evidence of traffick<strong>in</strong>g. The government tripled the<br />
shelter capacity <strong>for</strong> unaccompanied m<strong>in</strong>ors who<br />
enter Slovakia illegally; such measures may help<br />
to prevent these vulnerable m<strong>in</strong>ors from be<strong>in</strong>g<br />
targeted by traffickers. The government cont<strong>in</strong>ued<br />
to operate a phone l<strong>in</strong>e and website where <strong>in</strong>quirers<br />
can verify the legitimacy of Slovak employment<br />
recruit<strong>in</strong>g agencies.<br />
SLOVENIA (Tier 1)<br />
Slovenia is primarily a transit and, to a lesser extent,<br />
a source and dest<strong>in</strong>ation country <strong>for</strong> men and<br />
women from Ukra<strong>in</strong>e, Slovakia, Romania, Moldova,<br />
Bulgaria, Colombia, the Dom<strong>in</strong>ican Republic,<br />
Turkey, Albania, and Montenegro trafficked <strong>for</strong><br />
purpose of commercial sexual exploitation. Girls<br />
were trafficked to Slovenia from Bosnia and<br />
Herzegov<strong>in</strong>a and Serbia <strong>for</strong> the purpose of sexual<br />
exploitation.<br />
The Government of Slovenia fully complies with the<br />
m<strong>in</strong>imum standards <strong>for</strong> the elim<strong>in</strong>ation of traffick<strong>in</strong>g.<br />
The government demonstrated a significant<br />
<strong>in</strong>crease <strong>in</strong> law en<strong>for</strong>cement and victim assistance<br />
ef<strong>for</strong>ts dur<strong>in</strong>g the report<strong>in</strong>g period. Slovenia successfully<br />
prosecuted, convicted, and sentenced traffickers<br />
<strong>for</strong> the first time s<strong>in</strong>ce 2002. Slovenia also provided<br />
more than $50,000 <strong>in</strong> fund<strong>in</strong>g <strong>for</strong> victim assistance<br />
and took steps to guarantee consistent fund<strong>in</strong>g <strong>for</strong><br />
designated NGO-run traffick<strong>in</strong>g shelters. The government<br />
should cont<strong>in</strong>ue to vigorously <strong>in</strong>vestigate,<br />
prosecute, convict, and sentence traffickers; take steps<br />
to ensure prosecutors and judges receive traffick<strong>in</strong>g<br />
awareness tra<strong>in</strong><strong>in</strong>g; ensure that a majority of convicted<br />
traffickers serve some time <strong>in</strong> prison; and consider<br />
conduct<strong>in</strong>g a domestic demand reduction campaign<br />
<strong>for</strong> commercial sex acts.<br />
Prosecution<br />
The government significantly <strong>in</strong>creased its law<br />
en<strong>for</strong>cement ef<strong>for</strong>ts <strong>in</strong> 2006. The government<br />
prohibits all <strong>for</strong>ms of traffick<strong>in</strong>g <strong>in</strong> persons through<br />
Article 387(a) of its crim<strong>in</strong>al code, which prescribes<br />
penalties rang<strong>in</strong>g from six months to ten years’<br />
imprisonment. These penalties are sufficiently<br />
str<strong>in</strong>gent and commensurate with those prescribed<br />
<strong>for</strong> other grave crimes. Authorities conducted three<br />
<strong>in</strong>vestigations <strong>in</strong> 2006, compared to seven <strong>in</strong> 2005.<br />
Authorities conducted six prosecutions <strong>in</strong> 2006, up<br />
from two <strong>in</strong> 2005. Seven traffickers were convicted<br />
<strong>in</strong> 2006. Four were given sentences rang<strong>in</strong>g from 18<br />
months to five years’ imprisonment and three served<br />
no time <strong>in</strong> prison. More than 800 police officers<br />
received tra<strong>in</strong><strong>in</strong>g from a government-funded antitraffick<strong>in</strong>g<br />
NGO <strong>in</strong> 2006. Slovenia actively worked<br />
and shared data with other governments on traffick<strong>in</strong>g<br />
<strong>in</strong>vestigations through EUROPOL and Interpol.<br />
Protection<br />
The Government of Slovenia <strong>in</strong>creased its victim<br />
assistance and protection ef<strong>for</strong>ts dur<strong>in</strong>g the report<strong>in</strong>g<br />
period. The government provided adequate<br />
fund<strong>in</strong>g <strong>for</strong> several anti-traffick<strong>in</strong>g NGOs to provide<br />
shelter and rehabilitation programs <strong>for</strong> victims. In<br />
2006, these NGOs assisted 43 victims or potential<br />
victims. The government cont<strong>in</strong>ued to implement<br />
its <strong>for</strong>malized victim referral mechanism <strong>in</strong> cooperation<br />
with NGOs, referr<strong>in</strong>g 21 victims to NGOs<br />
<strong>in</strong> 2006. After identification, victims were granted<br />
a 90-day reflection period. Victims were encouraged<br />
to participate <strong>in</strong> traffick<strong>in</strong>g <strong>in</strong>vestigations and<br />
prosecutions; victims who participate are eligible to<br />
stay <strong>in</strong> Slovenia <strong>for</strong> the duration of the trial. Victims<br />
were not punished <strong>for</strong> unlawful acts committed as a<br />
direct result of be<strong>in</strong>g trafficked.<br />
Prevention<br />
The Government of Slovenia cont<strong>in</strong>ued its<br />
prevention ef<strong>for</strong>ts dur<strong>in</strong>g the report<strong>in</strong>g period. It<br />
funded an NGO to provide traffick<strong>in</strong>g awareness<br />
classes <strong>for</strong> students <strong>in</strong> elementary and secondary<br />
schools, reach<strong>in</strong>g 545 students and parents <strong>in</strong><br />
2006. Slovenia cont<strong>in</strong>ued to monitor its borders<br />
<strong>for</strong> evidence of traffick<strong>in</strong>g. The government’s<br />
<strong>in</strong>ter-departmental work<strong>in</strong>g group published and<br />
dissem<strong>in</strong>ated a report detail<strong>in</strong>g the government’s<br />
anti-traffick<strong>in</strong>g ef<strong>for</strong>ts. Slovenian troops assigned<br />
to peacekeep<strong>in</strong>g missions <strong>in</strong> Kosovo cont<strong>in</strong>ued to<br />
receive traffick<strong>in</strong>g awareness tra<strong>in</strong><strong>in</strong>g.<br />
SOUTH AFRICA (Tier 2 Watch List)<br />
South Africa is a source, transit, and dest<strong>in</strong>ation<br />
country <strong>for</strong> trafficked men, women, and children.<br />
South African girls are trafficked <strong>in</strong>ternally <strong>for</strong> the<br />
purposes of commercial sexual exploitation and<br />
domestic servitude. <strong>Women</strong> and girls from other<br />
African countries are trafficked to South Africa and,<br />
occasionally, onward to Europe <strong>for</strong> sexual exploitation.<br />
Thai, Ch<strong>in</strong>ese, and Eastern European women<br />
are trafficked to South Africa <strong>for</strong> debt-bonded<br />
commercial sexual exploitation. Mozambican and<br />
Malawian boys and young men are trafficked to
