Instructions<br />

Divide people into groups of five to seven.<br />

Ask each group to choose one member to be an observer. His/her job is to report<br />

back on how the group <strong>work</strong>ed together. Give him/her a copy of the handout.<br />

Give each group a prepared sheet of paper and an envelope full of images.<br />

Tell the groups that the task is to plan the layout of a village. <strong>The</strong>re are two rules:<br />

– Whatever they put down on the paper stays put; they cannot pick it up again<br />

– <strong>The</strong>y can only use the elements they have been given<br />

Tell them they have 30 minutes <strong>for</strong> the group <strong>work</strong>.<br />

After 30 minutes, ask the groups to display their pictures on the wall.<br />

Debriefing and evaluation<br />

In plenary, ask each observer to report on the <strong>work</strong>ing process in their group:<br />

How well did the group <strong>work</strong> together?<br />

Did they finish the task?<br />

Did everyone participate?<br />

<strong>The</strong>n ask the <strong>work</strong>ers in each group to reflect and comment:<br />

How did you experience the process? What was difficult? What was easy?<br />

How did you make decisions?<br />

Did you have enough elements (schools, roads, factories, etc.)?<br />

How did you cope with the rule about not adding any elements of your own?<br />

<strong>The</strong>n go on to generalise from the experience:<br />

What do we have to be aware of, if everyone is to take part in an activity like this?<br />

Is it possible to accommodate everybody’s wishes when people have different<br />

norms, values and expectations of what their ideal town would be like?<br />

How do young people participate in your local communities? By demonstrating?<br />

By campaigning? By serving society where there are gaps and needs?<br />

What are the realities in the countries of the <strong>Euro</strong>-<strong>Mediterranean</strong> region?<br />

To what extent are minorities involved in decisions that concern them? Are<br />

“minorities” visible in the villages you have built?<br />

How easy is it <strong>for</strong> young people to participate in decision-making processes at<br />

local, regional and national levels?<br />

How can we promote greater participation through our <strong>youth</strong> <strong>work</strong>?<br />
